CD-74-83 - File: 77.39.2. SUBJECT: PARKING LOTS - PARKING PERMITS AND PARKS RECOMMENDATIONS: 1. That this report be received for information. BACKGROUND AND COMMENT: Several years ago, the Municipality established a policy which provided for the issuing of parking permits to all members of Council , staff and certain other persons and agencies regularly requiring parking. This process has proven to be a reasonable and effective way of dealing with long term parking needs. Recently, the Town of Newcastle in conjunction with the B. I.A. , acquired two new parking lots (Silver Street and Church Street). In order to control the use of these lots , and the other metered areas of the downtown, the existing parking card system was reviewed and revised. Members of Council and staff have been advised of the new process by separate memorandum from the By-law Enforcement Officer dated November 22nd 1983. The new system has seen the issuing of a colour-coded card which indicates where the holder of the card can park his motor vehicle. Colour coding will assist parking enforcement to control parking. Everyone presently parking adjacent to the Community Services Office and those parking at the side of the Town Hall , have been issued parking permits authorizing them to park in the parking lot east of the water tower. As well , to accommodate fire emergencies, staff presently parking immediately east of Continued . . . . .12 �3 CD-7'-33 - 2 - December 5, 1983 the Fire Station, have been issued cards and requested to relocate east of the water tower. These revisions to the parking program will be monitored and further alterations made if required. During an earlier review of the parking program by senior staff, the parking area at the Town Hall was given consideration. It was the opinion, that the use of the area for vehicular parking should be discontinued. The reasons for this proposition related to: 1. Its proximity to the intersection; 2. The dangers associated with entering and exiting the area, particularly at peak periods ; 3. The possibility of property damage to parked vehicles from falling ice and snow during the winter months. Having regard for the problems associated with the use of the area, it is suggested that a single loading ramp access be retained and the remainder of the area turned into a public parkette with benches and potted trees. This suggested use will be amplified and put forward for consideration at budget time. As members of Council can appreciate, this is considered as a first step. Any suggestions that members of Council might wish to make which would help to improve the program would be appreciated. There might be a better way. Respectfully submitted, David W.
