1993 GRANT NOTIFICATIONS
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That the addendum to report TR-32-93 be received;
2 . That the revised format of the attached letter per
Schedule A be approved for mailing to the list of
organizations per report TR-32-93; and
3 . That Council provide direction to proceed with either
Option A or Option B as described below:
Option A - Place one advertisement in local area
newspapers in the fall for the following budget year
grant requests.
Option B - i) Mail application forms in the fall to
current grant recipients and inform these groups that
no advertisements will be placed for the purposes of
1994 and future grant programs .
ii) That new initiatives requesting financial support
be considered on an individual basis either with the
overall budget process if requests are received prior
to budget deliberations or with funding from
contingency if after the budget has been approved.
BACKGROUND AND COVIMNTS
Per resolution #GPA-216-93 (Schedule B) report TR-32-93 was brought to
the General Purpose and Administration meeting of May 3, 1993.
Council, at that meeting, referred the report back to Staff for some
amendments to the draft letter attached to TR-32-93 which was to be
forwarded to specific 1993 grant recipients. This letter has been
amended per Schedule A to remove the note that applications for future
grant programs will not be advertised and to suggest that the Town
will be available to provide advice to interested groups with respect
to them developing a five year financial plan in order to assist them
in achieving a goal of self-sufficiency.

In this regard Staff is recommending that advice be limited to
providing direction so as not to imply any commitment on behalf of the
Town should any financial plan not be achievable and also recognizing
that Staff perhaps do not have the expertise to recognize alternative
avenues available to generate revenue for specified groups
particularly those affiliated with major sports associations .
Council expressed concern about completely discontinuing soliciting
grant applications through advertising and circulating grant requests
without sufficient notice to organizations traditionally requesting
grant assistance. Staff has investigated various alternatives
including a one time only advertisement for 1994 grant requests which
might suggest that grant applications will not be solicited in future
years, continuing with the present method of advertising with perhaps
a single add in all local papers, or sending grant applications to
current year recipients only without advertising in the local papers.
Staff feel under Option B, that any new groups which may be requesting
one time only grants or seed money, could be dealt with on an as
requested basis either with the budget process if letters requesting
assistance were received prior to the budget approval in any given
year, or might be given consideration by Council by using funds
remaining in the Contingency Account if received after the budget
date.
Staff are requesting direction to proceed with either Option A or
Option B per recommendation #3.

SUBJECT: MUNICIPAL GRANT APPLICATION #2-93
I am pleased to advise you that at a meeting held on Monday, March
22, 1993 , the Council of the Town of Newcastle passed the following
resolution:
"THAT the grant request for $400. 00 received from the Bowmanville
Horticultural Society be approved. " (GPA-126-93)
Please note that the allocated funds are intended to
support the community flower bed planting program. A cheque in the
aforementioned amount is enclosed.
In awarding the grant, Council is at the same time encouraging all
groups to continue to find alternative methods of funding their
group's activities with the ultimate goal to become self-
sufficient. Council has also directed that grant monies are not to
be used for the purpose of honorariums.
All groups are no doubt aware that there are not sufficient funds
available to continue supporting the groups at the same level as in
the past. It is anticipated that all groups will explore these
other financial avenues and keep the above in mind if requesting
any future grant funding. Council has recommended that groups
might better achieve independence by projecting future revenues and
expenditures in the form of a five year financial plan. Interested
groups may contact the Treasury Department (ext. 259 or 244) for
advice in this regard. In preparation of any plans, please
recognize that this is not a commitment of Council to future
funding.

1993 GRANT NOTIFICATIONS
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That report TR-32-93 be received;
2 . That the organizations as appropriately identified per
the attached Schedule A be sent notification via letter
to be attached to their grant cheque that the Town of
Newcastle is encouraging the above noted organizations to
work towards self-sufficiency in order to reduce their
dependence upon the Town for operating funds;
3 . That the format of the attached letter per Schedule B be
approved for mailing to the above noted organizations;
and
4 . That staff be authorized to notify all groups that future
grant application submissions will be the responsibility
of the individual groups and the Town will not be
extending invitations to submit requests .
BACKGROUND AND COMMENTS
At the General Purpose and Administration Committee meeting of April 5,
1993, the Committee passed resolution #GPA-216-93 requesting the
Treasurer to prepare a letter for Council 's approval to be forwarded to
specific 1993 grant recipients . The draft letter is attached along with
a suggested listing of organizations to receive a copy of this letter.
It is intended that those organizations that are operating Town owned
facilities on behalf of the Town would not receive this notification.
These groups will be notified with their support cheque, of the Town's
intention not to advertise the grant program. Groups who's grant
requests were denied will be notified accordingly.
Staff recommends that the proposed listing of recipients of the letter
be approved along with the draft copy of the letter.

In addition to the direction of Council not to advertise for future
grant purposes, staff are recommending that the individual groups
be informed that invitations to submit future grant requests will
not be circulated. It is suggested that each group assume
responsibility for submitting requests before the year end prior to
the budget year being considered.
