CD-64-83 Our File: 56. 12.2. SUBJECT: FEASIBILITY OF REQUIRING THE PRODUCTION OF VALID RABIES CERTIFICATES WITH THE ISSUING OF DOG LICENCES RECOMMENDATIONS: 1. That this report be received for information. BACKGROUND AND COMMENT: Council , at the meeting of Monday, October 11th 1983, passed the following resolution: Resolution #C-761-83 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the Clerk investigate and report to the General Purpose and Administration Committee on the feasibility of requiring proof of rabies vaccine with the issuing of dog licences, and further that the Clerk confer with the local veterinarians as to the possibility of a mutual effort to address the very serious concern of increased incidence of rabies. "CARRIED" Dog licensing is an activity carried on by the municipality pursuant to provisions of the Dog Licensing and Live Stock and Poultry Protection Act. Part 1 of the Act relates specifically to Dog Licensing and, permits municipalities to pass by-laws to require the registration and licensing of all dogs and to impose fees. There is nothing in this Act, which permits a municipality to require the production of a valid rabies certificate as part of the licensing process. Therefore, requiring the production of a certificate would not be feasible and might hinder the licensing process itself. Continued . . . . ./2 CD-64-83 - 2 - November 7, 1983 With respect to the second part of the resolution, I noted, the production of a letter (copy attached) in the Canadian Statesman, directed to all owners of dogs and cats in the Region, inviting such owners to attend a special rabies clinic to be held on Saturday, October 29th 1983. This clinic does address the concerns raised by members of Council about the increase in the incidence of rabies. A Finally, on the subject of rabies and dog licensing, I would advise, that beginning with the 1984 dog licensing year, a new form will be used (copy attached). Coincidentally, this new form incorporates rabies information within it, and where a licenced animal is involved in a biting incident, staff can determine very quickly whether the dog has been vaccinated. Finally, as part of an information and ready reference program, the information will be prepared, cross-referenced by owners name and licence . number, and copies of the licence number system distributed to Regional Health, Regional Police, Animal Control , and the Fire Department for their information in emergency situations. Saturday, October 29th from 1:00 - 3:00 p.m. Some veterinary facilities will be included here that were not on the list from the Ontario Veterinary Association because of time constraints, but they will be participating. In addition, we would like the public to be aware that although the animals will, be vaccinated for rabies, they will NOT be given physical examinations.Also,rabbies is not the only vaccine an animal should receive on an annual basis. Proper veterinary care should include a yearly physical evaluation. Dogs should receive annual vaccines for distemper, hepa- titis, parainfluenza, leptospi- rosis, and parvovirus as well as rabies. Cats should receive vaccines for rhinotracheitis, calici virus, and feline distemper. Also, we recommend an examination of the animals stool for intestinal parasites. We stress that these clinics have become necessary due to the alarming increase of rabies -in this province, and the number of people that have been bitten by unvaccinated animals. But these clinics are far from ideal for the animals sake,they are primarily for the human health hazard that unvaccinated animals present. Do not assume that the animal has been properly cared for because "he had his rabies shot."These clinics are not a recommended regime for proper animal health care.
