CD-60-83 - File: 16.6.19. SUBJECT: NEWCASTLE PUBLIC LIBRARY HEATING RENOVATIONS - BOWMANVILLE LIBRARY RECOMMENDATIONS: 1. That this report be received; and 2. BACKGROUND AND COMMENT The Ad Hoc Committee met on Monday, October 24th 1983, to review the Consultants Report with respect to the Bowmanville Public Library Building's Heating System. Mr. Denny Bryan, Totten, Sims, Hubicki and Associates, explained what was proposed by each of the tenders and, at the conclusion of his comments, it was the opinion of all Committee Members present, that this report and attachments be forwarded to Council together with the Committee's recommendation with respect to the manner in which the work should be carried out. CONSULTANTS TOTTEN SIMS HUBICKI ASSOCIATES(1198 1)UMITED 1 500 HOPKINS STREET,WHITBY,ONTARIO totten suns hubicki associates L1N2C3 (416)668-9363 October 24, 1983 Town of Newcastle 40 Temperance Street Bowmanville, Ontario L1C 3A6 Attention: Councillor Hubbard, Chairperson Ad-Hoc Committee for Replacement of Heating Ventilating System for the Bowmanville Public Library Re: Heating and Ventilation Renovations, Bowmanville Public Library, Town of Newcastle Dear Madam: On October 21st, 12:00 Noon, tenders for the Heating and Ventilation Renovations, Contract No. 22-5782; and, the Installation of Thermal Glazing, Contract No. 22-5782-01; for the Bowmanville Public Library, Town of Newcastle were received. Four (4) tenders for the Heating and Ventilating Renovation were received. One (1) tender submission for the double glazing was received. A Summary of the Tenders Received for the Heating and Ventilating Renovation is attached for your reference. Tender deposits in the correct amounts were received from Whitehall, Superior and Inter-County. Agreements to bond were received from Whitehall and Inter-Countv. The low bidder for the specified Heating and Ventilating Renovation is Whitehall Plumbing and Heating Limited in the amount of $93,250. It is noted that an alternate price in the amount of $58,422 was received from Standard Mechanical Contracting for a different design using roof top heating/cooling units. We have considered this tender as 'disqualified' considering a bid was not received for the work specified and a tender deposit or agreement to bond were not received. The expected equipment life of the alternate proposed is in the order of 10 to 15 years. We are unable to comment further on the system without further review of detailed engineering drawings and specifications. In any case, the proposed system is not equal to the specified system. Our preliminary analysis indicates that the existing roof joists must be reinforced to accommodate the additional loads and an enlarged duct shaft to the basement area may be required. For your information the Total Stipulated Price was broken down into four parts. Briefly, PART A included the removal of the existing furnaces and replacement with new hot water boiler and two air handling units; PART B included the installation of new ductwork for the library and basement assembly hall plus the installation of additional zoning heating coils in the main Library; PART C included installation of additional zoning heating coils - 2 - for supplying the small basement rooms; PART D included cash allowances for air balancing of the system and a contingency allowance of $5,000. PART D allowances are spent only as required. Further additional optional prices were requested. Optional price PART E included the cost to install a temporary hot water coil in the existing furnace and maintain additional temporary heat. PART F optional price provided a credit for deletion of one boiler section in the event that double glazing was installed. Our preliminary engineering estimate which was prepared without the benefit of the detailed design requirements was $81,700 as outlined in our letter of September 8, 1983. It was noted that our preliminary estimate included perimeter heating in lieu of the proposed zone control and double glazing as tendered. Also, additional heating coils for the small basement rooms was not included at an additional cost of about $8,000. The additional heating coils were added because the existing damper controls for the small basement rooms do not function satisfactorily. The low bidder for the double glazing is Oshawa Glass in the amount of $15,500. Although there was only one submission for the double glazing, we feel the price is acceptable and it is below our original estimated cost of about $20,000. Subsequent to closing of the tenders TSH met with Whitehall Plumbing and Heating Limited and reviewed the cost breakdown for the work. It was our opinion that the cost for controls was too high at $16,000+ and subsequently Whitehall Plumbing and Heating offered an estimated cost savings in the order Of $9,000 to substitute electricals for pneumatic controls. Therefore, revised stipulated price based on the reduced control price as submitted by Whitehall is made up as follows: PART A $57,900.* PART B $11,850. PART C $ 8,000. PART D - Balancing and Contingency Allowance $ 6,500. Revised Total Stipulated Price $84,250. PART E (Optional Price) Temporary Heat $ 1,600. Extra PART F (Optional Price) Leave one Boiler Modular if Double Glazing Installed ($ 1,500.) Credit Final price to be verified upon final selection of control equipment. As agreed the tenders were broken down to various parts to allow the owner to have several alternatives available. There are many options available, however, the logical options are as follows: Option 1 - Parts A + Part D $64,400. Option 2 - Parts A + B + D $76,250. Option 3 - Parts A + B + C + D $84,250. Option 4 - Parts A + B + C + D Plus Double Glazing Including Deletion of one Boiler - Total Price $98,250. totters sims hubicki associates - 3 - Based on the above, the minimum expenditure which we would recommend would be Option 2 Parts A plus B which would provide an adequate heating and cooling system for the major usage areas of the building. Option 2 would provide new boilers, air handling units, hot water radiation, new ductwork and diffusers to replace the present pressurized ceiling in the library auditorium and heat coils for the library zones. It should be noted that Option 2 will improve the present system heating performance though down drafts from the large glassed areas will continue to occur. In addition, subject to available funds the committee may want to consider double glazing. The double glazing will reduce window down drafts and result in an annual fuel savings of about 15% to 20% (approximately $800 to $1,200.) We have reviewed the payback period and possible funding under the Ministry of Energy's Off-Oil - Stage II Programme. The payback is in excess of 15 years and therefore funding through the programme is unlikely. Therefore based on the above, we would recommend the following: Minimum Cost Part A $57,900 Part B $11,850. Part D Allowances $ 6,500. Part E Optional Price for Temporary Heat $ 1,600. Sub-Total - Minimum Cost Contract Amount- $77,850. $77,850. Minimum Cost Plus Glazing Double Glazing $15,500. Credit for deletion of one boiler module $ 1,500. Sub-Total - Glazing $14,000. $14,000. Total Revised Contract Price Including Double Glazing $91,850. * Estimated Revised Price based on revised electric controls to be confirmed week of October 24, 1983. In addition to the above an allowance for engineering design and contract administration shall be allowed. Based on the costs to date an allowance of about $10,500 should be included in the total project costs. We are available to discuss the above at your convenience and to assist further as required.
