That the minutes of the Newcastle Business Improvement Area for 1982 be received for information. 2. That the budget for 1983 be received for information. 3. That the following appointments to the Board of Management of the Newcastle Village Business Improvement Area be confirmed by Council . Murray Paterson Chairman Howard Quinney Tom Schmahl Secretary Mike Riddle Pauline Storks Keith Barr Diane Hamre - Council Appointment BACKGROUND AND COMMENT The attached budget for 1983, minutes of 1982 meetings and members elected to the Executive of the Newcastle Village Business Improvement Area for 1983 were received on February 11 1983. I.A. Minutes of Meetings 1982 Tuesday, March 2/82 In attendance P. Storks H. Quinney T. Woodyard T. Schmahl M. Patterson. It was motioned by Howard Quinney that we set up a budget of $2500. for the coming year. The motion was seconded by Pauline. The budget is to be broken down as such $500. for flowers to fill planter pots $2500. for porposed street improvements. Our second motion was moved by P. Storks that we fix and repaint any of the planter pots that need it. This motion was seconded by T. Schmahl . Our third motion was moved by M. Patterson that all B. I.A. members be reminded of the MTC meeting on Thursday, March 4, 7-9 or 2-4. Motion passed by H. Quinney. Adjournment. Moved by H. Quinney that motion passed. Seconded by T. Woodyard to approve motion. April 5, 1982 In attendance H. Quinney T. Schmahl M. Patterson T. Woodyard Discussed looking at planters ready for sidewalk sale, plan for some 24th of May dates as carnival . Tie in with Lions. Share on advertising costs. Check on theme Lions are using. Coffee and Donut meeting 7:30 a.m. to 9 a.m. May 3rd. Monday Help to move planters and further discussion of street improvement. Notify Chamber of C to welcome new owners of Newcastle Lumber Yard Received letter from G. Gray, dated March 31 1982 Discuss new shopping malls on Waverly Rd. & east end. Re: Front street, no money in 82 budget. Perhaps in 83, press for an urban road not a rural . Priced from 200 - 700,000. - 2 - Ted Woodyard check with Hydro, Consumers re budetting for street improvement. Invite down to meeting new head man at MTC show him roads and get his opinions. May 5, 1982 In attendance P. Storks H. Quinney M. Patterson T. Schmahl Re Loan of 1% basis , request in before Sept. with commitment from MTC in writing to go ahead in 83 or 84. Points - Get planters out - Promote Old Fashioned Sale June 19th, Saturday - July 23, 24, Sidewalk Sale - Approach Horticulture about planting plants - Murray contact Pat about splitting on advertising - Octoberfest weekend in September & Sidewalk Sale June 26th & Halloween. August 11 1982 There were 14 members present. Chairman Murray Patterson addressed the members and stated reason for meeting was 2 fold. First, if we wished to revitalize Main Street when O.D.H. were re-doing highway and street next year. Second, we must act immediately and have a brief prepared for Council before Sept. 1 to take advantage of grant at 1% interest for 10 years. He also had spoken to Terry Edwards, Bowmanville who had prepared brief for their B. I.A. and he was willing to do the same for us , at a fee of $500.00 Motioned by Murray Patterson, a budget of $50,000. with breakdown - Trees $5,500. Sidewalk $6,500. Lighting $30,000. Benches etc. $3,000. This motion was moved by P. Storks and seconded by D. Moore. Also motioned to hire Terry Edwards to help on brief by T. Schmahl and Keith Barr. Motion seconded by M. Patterson. Voted that we revitalize the front street and put together a budget of $50,000. to pay for improvements, money to be received under grant at 1% interest and be payed over a ten year period. Carried.
