Committee and Council for consideration . This procedure has provided staff
with an opportunity to make members of Council aware of the fact that an outside
(non-resident) organization was interested in selling raffle lottery tickets in
the Town of Newcastle, through a local chapter, or branch of that organization.
At the same time , this process has provided members of Council with an opportunity
to assess the application, measure the impact upon raffle lottery projects
sponsored by local groups and approve or deny the application.
This department is satisfied that it can provide adequate controls. If members
of the Committee agree, it would be appropriate to recommend the resolution
included to Council for adoption as Town Policy. The resolution will establish
the Clerk as Council ' s designate with respect to the reviewing and when
appropriate, approving of applications from outside organizations requesting
permission to sell raffle lottery tickets in the Town of Newcastle.
Respectfully submitted,
David W. Oakes , A.M.C.T.
Town Clerk.
