CD-12-83 - Our File: 56. 12.5. SUBJECT: POLICY WITH RESPECT TO THE GRANTING OF PERMISSION TO OUTSIDE ORGANIZATIONS TO SELL RAFFLE LOTTERY TICKETS IN THE TOWN OF NEWCASTLE RECOMMENDATIONS: 1 . That this report be received; and 2. That the General Purpose and Administration Committee recommend to Council the adoption of the resolution contained in this report as Town Policy, with respect to applications from outside organizations seeking permission to sell raffle lottery tickets in the Town of Newcastle. BACKGROUND AND COMMENT: On Monday, January 17th 1983, the General Purpose and Administration Committee enacted the following resolution : Resolution #GPA-69-83 Moved by Councillor Hobbs, seconded by Councillor Hubbard "THAT staff bring forward a policy for granting permission to organizations to sell tickets in the Town of Newcastle. " "CARRIED" The Clerk' s Department from time to time, receives requests from organizations whose parent (Provincial ) Association is resident in another municipal jurisdiction, for permission to sell raffle lottery tickets in the Town of Newcastle through the local affiliate. The practice has been to place such applications before Continued . . . : %. CD-12-83 - 2 - February 7, 1983 Committee and Council for consideration . This procedure has provided staff with an opportunity to make members of Council aware of the fact that an outside (non-resident) organization was interested in selling raffle lottery tickets in the Town of Newcastle, through a local chapter, or branch of that organization. At the same time , this process has provided members of Council with an opportunity to assess the application, measure the impact upon raffle lottery projects sponsored by local groups and approve or deny the application. This department is satisfied that it can provide adequate controls. If members of the Committee agree, it would be appropriate to recommend the resolution included to Council for adoption as Town Policy. The resolution will establish the Clerk as Council ' s designate with respect to the reviewing and when appropriate, approving of applications from outside organizations requesting permission to sell raffle lottery tickets in the Town of Newcastle. RESOLUTION: Moved by Councillor Seconded by Councillor "WHEREAS Council deems it appropriate that applications received from non-resident organizations seeking permission to sell lottery tickets in the Town of Newcastle through local affiliates , should be considered without delay; AND WHEREAS Council deems it expedient to establish a policy with respect to the manner in which such applications are to be processed; NOW THEREFORE, be it resolved that for the purpose of processing such applications , the Clerk is hereby appointed as Council ' s designate and shall review and where appropriate, approve applications submitted by non-resident organizations who are seeking permission to sell raffle lottery tickets in the Town of Newcastle through local affiliates ; and FURTHER that this policy shall remain in effect until amended, or repealed by Council .
