REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
FEBRUARY 7 , 1983.

SUBJECT: APPLICATION BY ORONO FISH AND HUNT CLUB FOR COUNCIL
APPROVAL OF A RAFFLE LOTTERY LICENCE.
RECOMMENDATION: 1. For the consideration of the General Purpose and
Administration Committee.
BACKGROUND AND COMMENT:
The Orono Fish and Hunt Club is a private club whose activities generally are
aimed at providing a vehicle by which club members can improve their hunting
and fishing skills. On January 12th 1983, an application for a raffle lottery
licence was delivered to Durham Regional Police by a member of the Club.
Subsequently, by letter dated January 20th 1983, the Clerk' s Department was
advised by Regional Police, that the raffle lottery licence application
submitted by the Orono Fish and Hunt Club could not be approved as it did
not meet Provincial criteria for lottery licences. The Club was advised of
the decision by the Police Department.
The Orono Fish and Hunt Club by letter dated January 21st 1983, has requested,
that their application be reviewed by Council and if possible, the issuing of
a lottery licence approved.
The Secretary of the Club has in support of the application, indicated that
they offer the use of their facilities to many youth oriented organizations in
the community. Council has approved raffle lottery licences for the Club on
at least two occasions.
To assist the Committee w-Ith regard to the issuing of a raffle lottery licence
to the Orono Fish and Hunt Club, I would advise, that "where it is deemed

expedient and in the best interests of the inhabitants of the municipality,
a licence may be issued authorizing any charitable or religious organization
to conduct and manage - a bingo
- a raffle lottery
- a lottery scheme at a bazaar,
provided the proceeds from the lottery are used for:
(i ) charitable
(ii ) religious
(iii ) betterment of the community
( iv) education
(v) minor sports purposes
In this particular case, the funds are to be used to help pay off the costs of
improvements carried out by the club. The improvements have an indirect
impact upon the organization' s ability to provide a community service and as
such may meet one of the criteria noted herein.
