REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
JANUARY 17, 1983.

SUBJECT: KAVA.RTHA REGION CONSERVATION AUTHORITY
FLOOD WARNING MANUAL UPDATE
MUNICIPAL PEOPLE TO BE CONTACTED IN A FLOOD EMERGENCY
RECOMMENDATIONS:
1. That this report be received; and
2. That the Town of Newcastle appoint the following
members of Council and Town staff as the persons
to be contacted in the event of a flood emergency
arising within the area of the Town located in the
Kawartha Region Conservation Area:
Council Designate - Mayor Garnet B. Rickard
Alternate - Councillor Keith Barr
Flood Co-Ordinator - Director of Public Works,
R. Dupuis
Alternate - Deputy Director of Public
Works, David Gray; and
3. That the Kawartha Region Conservation Authority be
advised.
BACKGROUND AND COMMENT:
We have received a request from the Kawartha Region Conservation Authority
for the appointment of representatives of the Town of Newcastle who would be
contacted in the event of a flood emergency within the area of the Town located
in the Kawartha Region Conservation Area.

The form provided by the Authority identifies the four appointees under the
following categories:
1. Council Designate
2. Alternate
3. Flood Co-Ordinator
4. Alternate
It would appear, that many of the municipalities within the Authority area have
appointed the head of Council as Council's designate and as his alternate it
might be appropriate to appoint Council's representative on the Authority. Having
regard for the positions of Flood Co-Ordinator and his alternate, the logical
choices would be the Director of Public Works and the Deputy Director respectively,
as they would have knowledge of both the road and drainage systems in the area,
as well as having access to the equipment and manpower required in an emergency.
If Council concurs with this, it would be in order to pass the resolution detailed
in the recommendation.
