REPORT CD - 80- 82
SUBEJCT: ABANDONED CEMETERIES IN THE TOWN OF NEWCASTLE
OUR FILE: 16.7.127
RECOMMENDATIONS:
It is respectfully recommended that:
1. Report CD 80-82 be received.
2. The maintenance of the following cemeteries be referred to
the Clarke Cemetery Board, c/o Mrs. Helen Schmid, Orono,
Ontario, and they be requested to include these projects in
future budget proposals:
Laurence -Lot 21, Concession 5
Newtonville Presbyterian - Lot 8, Concession 2
Christian Church - Lot 28, Concession 5
White Church - Lot 13, Concession 4
Coulter Farm (Bandstra) - Lot 25, Concession 2.
3. The maintenance of the following cemeteries be referred to
the Darlington Cemetery Board, c/o Mr. Gordon Barrie,
Chairman, R.R. # 4, Bowmanville, and they be requested to include
these projects in future budget proposals:
Old Methodist Cemetery - Lot 27, Concession 9
Salem Cemetery - Adjacent to 7th Fairway of Bowmanville
Golf Club
4. Mr. J.H. Gibson, Inspector, Cemeteries Branch, Ministry of
Consumer and Commercial Relations , be so advised.
BACKGROUND:
Mr. J.H. Gibson, of the Ministry of Consumer and Commercial Relations
made an inspection of the abandoned cemeteries in the Town and attached
hereto is his report on the condition of the cemeteries.

BACKGROUND CONT'D.
Section 62, Cemeteries Act, R.S.O. 1980, c. 59 states that:
"Where the owner of a cemetery cannot be found or is unknown, or is
unable to maintain it, the Council of the local municipality in which
the cemetery is situate shall maintain it and the corporation of the
local municipality shall , for the purposes of this Act, be deemed to
be the owners of the cemetery".
The Council of the Town of Newcastle appoints Cemetery Boards to look
after the abandoned cemeteries. These are the Clarke Cemetery Board
and the Darlington Cemetery Board. These Boards are asked to submit
the projects which they propose to undertake during the year and a budget
request to cover the cost of these projects .
COMMENTS:
It would seem appropriate to refer the matter of the cemeteries in
Clarke to the Clarke Cemetery Board and the Old Methodist Cemetery
and the Salem Cemetery to the Darlington Cemetery Board to consider
in their 1983 budget submission.
By-law 82-174, amending By-law 80-74, to correct the location of the
Gilmer Family Plot, was passed by Council on November 22, 1982 and has
been forwarded to the Ministry for approval .
