BACKGROUND AND COMMENT
In 1999 Clarington was presented with a draft Nuclear Emergency Plan. This plan was
developed for the CANA TEX '99 nuclear exercise, which tested the Provincial, Regional
and Municipal nuclear draft plans.
The Provincial plan puts specific requirements on the Region, and through the Region
certain actions are required to be addressed through the Municipal Plan. The Municipal
Plan has remained in the draft stage, pending review and minor changes.
With the introduction of Bill 148, The Emergency Management Act, staff realized the
Municipality's "Peacetime" Emergency Plan needed a complete rewrite. An exercise to
test the old draft peacetime plan was conducted in March and various issues came to
light, including the need to revisit the Municipal Control Group and the members' various
responsibilities.
After the exercise was completed and all the feedback received from the participants,
staff took to the task of rewriting the plan. At the same time, changes were made to the
Nuclear Emergency Plan to ensure the Municipal Control Group's members'
responsibilities were the same for any type of emergency.
Council is now being presented with copies of both the Nuclear Emergency Plan and
Peacetime Plan. The Nuclear Plan deals with specific issues related to an emergency at
the Darlington Nuclear Generating Station. The Peacetime Plan deals with an
emergency that may arise from natural or man made causes.
These plans will remain a work in progress, which means they will be reviewed annually
to update or address any legislative changes that could affect them.
Another area that remains to be addressed is the creation of various "departmental"
plans, which will be developed in co-operation with the various municipal departments to
detail specific responsibilities.

Bill 148 dictates the plan shall be reviewed annually, which includes staff training and
exercising the plan. Staff will be following the requirements of Bill 148 both prior to and
once it receives Royal Assent. The Bill has been sent for 3rd Reading and Royal Assent
is anticipated in the very near future.
