SUBJECT: DURHAM CENTRAL AGRICULTURAL SOCIETY
REQUEST FOR PERMISSION TO HOLD A RACE
MEET AT THE FAIR ON SUNDAY, SEPTEMBER
11TH 1983
RECOMMENDATIONS:
1. That this report be received; and
2. That the attached by-law authorizing the holding of a "Race Meet"
in conjunction with the Durham Central Agricultural Society's
Annual Fair be approved by the General Purpose and Administration
Committee and recommended to Council for passage; and
3. That Mrs. Arline Ayre, Secretary/Treasurer of the Durham Central
Agricultural Society, R. R. #4, Bowmanville, Ontario, be so
advised.
BACKGROUND AND COMMENT:
The Durham Central Agricultural Society hold an "Annual Fair" and, in conjunction
with the Fair, the Society holds a "Race Meet."
Mrs. Ayre has by letter dated October 1st 1982, requested, that the Town Council
again enact a by-law which would permit the holding of a "Race Meet" on Sunday,
September 11th 1983. As in past years, all race meets must be sanctioned by
various Federal and Provincial Ministries as well as the Ontario Racing
Commission and requests for race meets in 1983 must be submitted by October
31st 1982. � .

Council has sanctioned the holding of a race meet in other years, and
enacted a by-law pursuant to the Lord's Day Act. A copy of a by-law
authorizing the holding of a "Race Meet" on Sunday, September 11th 1983
is attached for consideration.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 82- 147
being a by-law to permit the Durham Central
Agricultural Fair at Orono to be open on Sunday,
September 11, 1983
WHEREAS the Lord's Day (Ontario) Act, R.S.O. 1980, Chapter 253, Section 6,
provide that it is lawful for an Agricultural Fair to remain open on
Sundays when an authorizing by-law has been passed by the Council ;
AND WHEREAS the Corporation of the Town of Newcastle deems it desirable
to pass such a by-law;
NOW THEREFORE the Council of the Corporation of the Town of Newcastle hereby
ENACTS AS FOLLOWS:
1. Section 6(2) of The Lord's Day (Ontario). Act, R.S.O. 1980, Chapter 253,
as amended, is hereby declared to be in force for the purpose of opening of
the Durham County Agricultural Society Fair on the 11th day of September,
1983, in that area of the Town of Newcastle being composed of Lots 9 and
14, Block M, part of Park Street, part of Princess Street, and part of
undivided Township Lot 28, Concession 5, all according to C. G. Hanning's
Plan of the former Village of Orono, and being known as the Orono Fair
Grounds.
2. Regulations - The Fair permitted pursuant to Section 1 hereof shall be
conducted in accordance with the following condition:
The Fair shall not open before 12 o'clock in the
afternoon and shall not continue after 11 o'clock
in the afternoon on September 12, 1983.
By-law read a first and second time this 18th day of October 1982.
By-law read a third and final time this 18th day of October 1982.
