SUBJECT: APPROVAL OF TILE DRAINAGE LOANS i 1. Jim and Nancy Allin, R.R. #4, Bowmanville, Ontario; 2. Steven W. Carruthers, R. R. #1, Bowmanville, Ontario RECOMMENDATIONS: 1. That this report be received; and 2. That the Tile Drainage Loan Application submitted by Jim and Nancy Allin on April 30th 1982 in the amount of $11,100.00 be approved; and 3. That the Tile Drainage Loan Application submitted by Steven W. Carruthers on June 29th 1982, in the amount of $6,300.00 be approved; and 4. That the Rating By-law attached be recommended to Council. for passage; and 5. That the Clerk be authorized to make application to the Regional Municipality of Durham for the debenturing of loans pursuant to the Tile Drainage Act R.S.O. 1980; and 6. That the applicants be advised of the actions taken with respect to their applications. Continued . /2 ,� CD-61-82 - 2 - September 27, 1982 BACKGROUND AND COMMENT: Tile Drainage loan funds are available in an amount sufficient to meet the applicants' requirements. The funds to be allocated are 60% of the actual cost of the works. Both of the applications have installed the works detailed in their respective applications. The subject works have been inspected by the Public Works Department and meet the Town's requirements. The Tile Drainage Inspector has recommended that both applications be approved. I I i i THE CORPORATION OF THE TOWN OF NEWCASTLE i BY-LAW 82- 136 being a by-law imposing special annual drainage rates upon land in respect of which money is borrowed under The Tile Drainage Act, 1971 I � , WHEREAS owners of land in the municipality have applied to the Council under The Tile Drainage Act, 1971, for loans for the purpose of constructing sub-surface drainage works on such land; AND WHEREAS the Council of the Corporation of the Town of Newcastle has upon their applications lent the owners the total sum of $17,400.00 to be repaid with interest by means of rates hereinafter imposed; BE IT THEREFORE ENACTED by the Council of the Corporation of the Town of Newcastle, that annual rates as set out in Schedule "A" attached 'hereto are hereby imposed upon such land for a period of 10 years, such rates to be levied and collected in the same manner as taxes. 1 I I By-law read a first and second time this 4th day of October 1982.
