REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
SEPTEMBER 13, 1982

SUBJECT: PARKING AND BY-LAW ENFORCEMENT
ORONO AND NEWCASTLE
RECOMMENDATION:
For the information of the General Purpose and Administration
Committee.
Mr. Lloyd Stephenson attended and addressed Council on July 19th 1982, respecting
parking problems in Newcastle Village and By-law Enforcement in the Town generally.
At the same meeting, Council gave consideration to a letter dated July 8, 1982
from Mrs. V. Bridger, Duchess Street, Orono. As both Mr. Stephenson's comments
and Mrs. Bridger's letter relate to similar matters , both will be dealt with in
this report.
As members of the General Purpose and Administration Committee are aware, we have
in place a parking enforcement program (approved July 19, 1982) which has
addressed the parking problems alluded to by Mr. Stephenson.
During his address, he also suggested, that requiring persons to put their complaints
in writing placed an onerous responsibility upon them and could foster serious dispute s
between neighbours. Council will recall that both '�

By-law and other Town by-laws enforced by the Property Standards Officer and the
By-law Enforcement Officer are at Council ' s specific direction enforced upon a ��,�'' ��
written complaint basis only. Mr. S'tephenson's suggestion that Staff have Q�
sufficient time to travel through the community and ferrett out matters which
contravene the by-laws without the assistance ofarea residents is of course

incorrect and I am satisfied that Council recognizes this fact.
Having regard for Mrs. Bridger's problems with other residents of Duchess Street,
Mr. Kirkland was directed to review the concerns enumerated and take appropriate
action. I have been advised, that the following actions were taken:
1. Durham Regional Police have undertaken a patrol of the area to
enforce the parking;
2. All owners of unlicenced (abandoned) vehicles were directed to
remove them from the street;
3. The bus operator and the tow truck operator were asked to comply
with the parking by-law.
Duchess Street, Orono, is very narrow and unless the residents co-operate,
travel along its length can become difficult. The situation is still being
monitored and further action will be taken if it becomes necessary.
