That this report be received; and 2. That the Committee recommend that Council pass a by-law to provide for the notification of resident electors of the location of the polling place. (By-law No. 82- lr, attached) . BACKGROUND AND COMMENT: The Municipal Elections Act, SO1977, requires that a voter notification card be mailed or delivered to all electors advising them of the polling place at which they may vote and, that a by-law be passed by Council before September 1st in an election year authorizing and approving the manner in which notice is given. The Act also provides two alternative methods relating to the manner in which notice is given: 1. To each elector; 2. To all electors at a given address. P i°) Continued. . . . . 12 ac) CD-51-82 - 2 - July 26th 1982 In recent elections, it has been determined that the mailing or delivery of a single notice to all electors resident at a given address has been both effective and significantly less costly. The Town of Newcastle has followed this practice and it is appropriate that consideration be given to permitting the practice to continue with respect to the next Municipal Election to be held in November, 1982. Attached for the Committee' s review and approval is a by-law which would permit the Clerk to give notice to electors in accordance with alternative two. Respectfully submitted, /0e David W. Whereas The Municipal Elections Act, SO 1977, Section 46, Subsections 7 and 8 as amended, provides as follows: 7. In municipalities having more than 5,000 electors, the Clerk shall advise each elector of the location of the polling place in which that elector is to vote; (a) In the case of a resident elector, by mailing or causing to be delivered to the elector a notice of the location of such polling place; and (b) In the case of a non-resident elector, by mailing to the elector a notice of the location of such polling place. 8. Notwithstanding clause (a) of subsection 7, the Council of a municipality having more than 5,000 electors may, by By-law passed not later than the first day of September of an election year, provide that the Clerk shall advise each resident elector of the location of the polling place at which that elector is to vote by mailing or causing to be delivered to the address of the elector a notice of the lcoation of such polling place, which notice shall be directed to all the electors at that address. And Whereas the municipality of the Town of Newcastle has more than 5,000 electors; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE enacts as follows: 1. The Town Clerk of the Corporation of the Town of Newcastle be and the same is hereby authorized to advise each resident elector of the location of the polling place at which the elector is to vote by mailing or causing to be delivered to the address of the elector, a notice of the location of such polling place, which notice shall be directed to all electors at that address.
