REPORT TO COUNCIL MEETING OF JULY 19TH 1982

SUBJECT: Application by Ralph and Faye Harrison
59 King Street, Bowmanville, for a
Licence to Operate a Place of Amusement
in Bowmanville

RECOMMENDATION:
1. For the consideration of Council .
BACKGROUND AND COMMENT:
An application was submitted by Mr. Harrison dated May 18th 1982. Because
of an error in the form used, a subsequent application was made. The second
application was submitted on behalf of both Ralph and Faye Harrison.
During the review of the application by the various investigating agencies ,
it was established that Mr. Harrison has a criminal record and, Durham
Regional Police were not prepared to recommend approval of the application.
The matter was discussed with the applicants by Mr. Kirkland and subsequently,
a letter was received requesting that the application be placed before Council
pursuant to sections 3(c) and (d) of By-law No. 78-38.
Because of the nature of the negative report from Durham Regional Police,
it would be appropriate to conduct the hearing "In Camera" as requested by
the Harrisons.
