GERRITT VAN DE BUNTE AND MRS. BETTY CUNNINGHAM OUR FILE: 56. 15. 103. RECOMMENDATIONS: 1. That this report be received; and 2. That the General Purpose and Administration Committee authorize the issuing of a Refreshment Vehicle Licence to the applicants. BACKGROUND AND COMMENT: Mr. Van De Bunte and Mrs. Cunningham submitted an application for a refreshment vehicle licence on April 19th 1982. At that time, they also submitted a letter from the Regional Health Unit dated April 2nd 1982, which indicated that the Health Unit had inspected the vehicle and that it met their requirements. The Newcastle Fire Department inspected the vehicle and by memorandum dated April 20th 1982, advised that the equipment met their requirements. Council considered the application on April 26th 1982, and the resolution was, that the application be deferred and dealt with at Committee pending receipt of additional information relating to the following: 1. Location 2. Zoning 3. Distances from established eating places 4. Provision of refuse receptacles on site Continued . . . . . /2 << - 2 - i In response to the questions raised, I would advise, that the vehicle will be located on the Jim Bush Texaco Service Station property, 218 King Street East, Bowmanville. The property is zoned commercial and such a use would be permitted. The site is several hundred feet from any established eating places. The Town's Refreshment Vehicle Licensing By-law (By-law No. 76-18) addresses the question of refuse receptacles and maintenance of the site. Copies of the application, Regional Health comments, the Fire Department report, the By-law Enforcement Officer's report on the site, the agreement with Jim Bush Texaco for space, and a copy of By-law No. 76-18 are attached for your information. Kirkland, By-law Enforcement Officer DATE: April 28, 1982 SUBJECT: Gerrit Van De Bunte - 72 Parklane Circle, Bowmanville Refreshment Vehicle location As requested, I have checked the location of Jim Bush Texaco at 218 King Street East, Bowmanville to report on parking facilities to accomodate a refreshment vehicle business. Upon checking the premises, I have concluded that parking is somewhat limited due to access to the gasoline pumps from both driveways leading onto the property. There is , however, am area adjacent to the Texaco building on the west side that would accomodate parking for approximately 6-8 vehicles. It appears that the Texaco is using this area for staff and vehicles awaiting repair and I would suggest that this parking availability would depend on the parking required by the garage business. The refreshment vehicle presently operating at the I .G.A. on King Street East is subject to the same parking problem if the I .G.A. parking lot is crowded then vehicles will stop along the curb. I feel the Texaco location would be adequate as other refreshment vehicles licenced in the area are subject to the same parking restrictions. J. Kirkland. JK/d JIM BUSH TEXACO TEXACO 218 KING ST.
