MODEL 5046 OUR FILE: 10.2.7. RECOMMENDATIONS: 1. That this report be received; and 2. That staff be authorized to purchase a Pitney Bowes Electronic Postage Scale, Model 5046 at a total cost of $1,995.00 plus P.S.T. ($2,134.65) BACKGROUND AND COMMENT: As members of Council are aware, postal rates have increased significantly. Staff have reviewed. recent advancements in the postage meter field, and this has, as a result of comment from electronic scale users, led to the conclusion that the Town of Newcastle would realize significant cost savings through the use of electronic scales. At present, all mail being franked must be weighed on a small spring scale, or in the case of larger items, taken to the Post Office to be weighed. Spring scales are not accurate and significant amounts of money can be wasted as a result of their use. Current postage costs for first class mail are 30 cents for the first 30 grams and 45 cents for letters between 30 and 50 grams. With even the best visual scale, determining the actual amount of postage is CONTINUED . . . . . 12 I 3 G.P..-A. - 2 - March 8, 1982 subjective. That is, there is a possibility of operator error. The angle at which the numbers are read and converted by the operator, can result in a letter cost of 45 cents for example, when it ought to be 30 cents. Variations on this example can be limitless. Electronic scales such as the Pitney Bowes 5046 have a micro-processor which are preprogrammed and eliminate guesswork.
