CLERK' S DEPARTMENT: CD-1-82 SUBJECT: REQUEST FOR PLACEMENT OF AN ADULT CROSSING GUARD - ARTHUR STREET AND HIGHWAY #2 NEWCASTLE VILLAGE OUR FILE: 77.2. 108 RECOMMENDATION: It is respectfully recommended: 1. That this report be received; 2. And that the request for the placement of an Adult Crossing Guard at Arthur Street and Highway #2, Newcastle Village not be approved at this time; 3. And that the request for a sidewalk or stone pathway along the north side of Highway #2 from Arthur Street to St. Francis of Assissi School be referred to the Ministry of Transportation and Communications for their consideration. 4. And further that Mrs. Judy Hooper, P.O. Box 472, Newcastle, Ontario, be so advised. BACKGROUND AND COMMENT: A letter dated September 21, 1981, was received from Mrs. Judy Hooper who was acting as spokesman for the residents of the Arthur Street Subdivision and asking that the Town give consideration to the placement of an Adult Crossing Guard at Arthur Street and Highway #2, or in the alternative to the construction of a sidewalk, or gravel pathway on the north side of Highway #2 from Arthur Street to St. Francis of Assissi School . Mrs. Hooper' s letter was referred to Durham Regional Police for a report on the need for a guard and to the Public Works Department for a report on the possibility of complying with the sidewalk or J gravel pathway construction request. Constable Anderson reported Continued . . . . . - 2 - to Mr. Simpson, that in his opinion a guard was not warranted, but did suggest that a walkway should be considered. The Public Works Department reported, that the portion of Highway #2 of concern to the Arthur Street residents is outside the Town's jurisdiction and the request for a sidewalk, or gravel pathway, should be referred to the Ministry of Transportation and Communications for their consideration. I note from the file, that in October 1981, Mrs. Hooper had been advised of the findings of Durham Regional Police, that in their opinion the placement of a crossing guard at Arthur Street could not be supported. Based upon Constable Anderson's conclusion that the need for a guard had not been demonstrated, it is the Department's recommendation that the request for an adult crossing guard not be approved at this time.
