HomeMy WebLinkAboutTR-95-87 TOWN OF NEWCASTLE A REPORT File # Res. # By-Law # MEETING: GENERAL PURPOSE & ADMINISTRATION COMMITTEE DATE: December 7, 1987 REPORT #: TR-95-87 FILE #: SLB,JECT: ESTABLISH RESERVES FOR THE FOLLOWING: A) Communications Equipment - Fire Department B) Construction of a Sanitary Sewer & Water Line Fire Station #4 - Courtice RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That report TR-95-87 be received; and 2. That authorization be given to establish a Communications Equip- ment Reserve and Construction of A sanitary Sewer and Water Line Reserve - Fire Station #4, Courtice; and 3. That the Treasurer be authorized to transfer monies presently held in the Fire Department Equipment Reserve to Communications Equip- ment Reserve, Fire Department - $10,000; Construction of a Sanitary Sewer and Water Line - Fire Station #4 Courtice - $9,000; and 4. That the attached by-laws be forwarded to Council for approval. BACKGROUND & COMMENTS: During the 1987 Capital Budget deliberations of February 9, 1987, Resolution #GPA-129-87 and Resolution #GPA-130-87 were approved. Said resolutions directed that reserve accounts be established as outlined above. . . .2 TR-95-87 Page 2 The purpose of this report and attached by-laws is to establish these reserves as approved by Committee and transfer funds from the existing Fire Department Equipment Reserve to the appropriate reserve accounts. Minutes - 3 - February 9, 1987 3, /Fire Department Resolution #GPA-129-87 Moved by Mayor Winters, seconded by Councillor Cowman THAT a reserve account be established; AND THAT $9,000 per year for a period of two (2) years be placed in the reserve account to cover the cost of constructing a sanitary sewer and water line to Fire Station #4, Courtice; AND FURTHER THAT the expenditures relating to the cost of providing sanitary sewer and water connection for Fire Station #4, Courtice, 'referenced on page 73 of the Fire Department's 1987 Capital Budget, be adjusted to reflect this decision. "CARRIED" Councillor Hamre made a declaration of interest with respect to the following item; vacated her chair and refrained from discussion and voting on the subject matter. Councillor Hamre's husband is employed by Bell Canada. Resolution #GPA-130-87 Moved by Councillor Hubbard, seconded by Mayor Winters THAT the Reel to Reel Recorder $31 ,000, for Fire Station #1 , referenced on page 73 of the Fire Department's 1987 Capital Budget be removed from the subject budget. "CARRIED" Councillor Hamre made a declaration of interest with respect to the following item; vacated her chair and refrained from discussion and voting on the subject matter. Councillor Hamre's husband is employed by Bell Canada. Resolution #GPA-131-87 Moved by Mayor Winters, seconded by Councillor Cowman THAT a reserve account be established; AND THAT $10,000 per year for a period of two (2) years be placed in the reserve account to cover the cost of acquiring communication equipment for the Fire Department. "CARRIED" Resolution #GPA-132-87 i Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the Fire Pumper $150,000 referenced on page 73 of the Fire Department's 1987 Capital Budget be deleted from the subject budget; AND FURTHER THAT $50,000 be added to the Fire Department's Equipment Reserve Account. "LOST" THE CORPORATION OF THE TOWN OF NEWCASTLE By-law 87 - being a by-law to establish a Reserve for Construction of a Sanitary Sewer & Water Line - Fire Station #4 -Courtice WHEREAS, the Council of the Corporation of the Town of Newcastle considers it desirable to establish a Reserve for Construction of a Sanitary Sewer & Water Line to Fire Station #4 - Courtice. AND WHEREAS, Section 164(2) of the Municipal Act, R.S.O., 1980, provides that "In preparing the estimates the Council shall make due allowance for a surplus of any previous year that will be available during the current year and shall provide for any operating deficit of any previous year, and for the cost of collection, abatement of and discount on taxes and for uncollectable taxes and may provide for taxes that it is estimated will not be collected during the year and for such reserves at the Council considers necessary;" NOW THEREFORE, Be It enacted and it is enacted as a By-law of the Corporation of the Town of Newcastle as follows: 1. That the Treasurer be authorized to establish a reserve, entitled Reserve for Construction of a Sanitary Sewer & Water Line to Fire Station #4 - Courtice, 2. That The Council may by resolution passed by a majority of members present, direct the use of the funds for specific projects; and 3. That Council may by By-law direct the use of the funds for any other purpose for which it has the authority to spend monies. By-law read a first time this day of December, 1987. By-law read a second time this day of December, 1987 By-law read a third time and finally passed this day of December, 1987.
