NEWCASTLE AND ORONO
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Contract T85-20, awarded to Browning-Ferris Industries,
Bowmanville, Ontario, be extended to December 31, 1988.
BACKGROUND AND COMMENT:
In December, 1985, Council awarded Browning-Ferris Industries, the contract to
provide Collection of Household and Commercial Refuse for the former Village of
Orono, Orono Estates Subdivision and the former Village of Newcastle, at a total
bid price of $2,608.00 per month, $488.04 per month and $3,477.50 per month,
_respectively, based on the quantities indicated in Schedule "A" attached.
However, as per the terms of the contract, payment is based on the actual units
serviced at the per unit cost. The contract which was for a two (2) year term,
expires December 29, 1987.

Browning-Ferris Industries have offered to extend the existing contract with the
concession that the unit prices be increased to reflect any future increases in
Region of Durham dumping fees. At present 290 of the total cost represents the
dumping portion. Therefore, if there was a 10% increase in landfill rates, the
increase would be 101% to 29%. Correspondence from Browning-Ferris Industries
is attached marked Schedules "B" and "C".
The extension of this contract would be advantageous to the Town of Newcastle
in that other than for the dumping fees, there is no price increase. In
addition, the expiry date of December 31, 1988 will coincide with the existing
contracts for Refuse Collection in Bowmanville and Courtice areas, thereby
enabling staff to incorporate all areas in one (1) tender.
After further review and analysis of the proposal, by both Public Works and
Purchasing, it is recommended that the contract extension be accepted as offered
by Browning-Ferris Industries. Correspondence from the Deputy Director of
Public Works is attached marked Schedule "D".

Dear Lou Ann:
As per our discussion concerning the renewal of the Orono, Orono Estates
and Newcastle collection contracts, I am pleased to say that B.F.I. will
hold its price for a period of one more year namely the 1988 year commencing
January 1,1988 and ending December 31st,1988. The only concession we would
ask for throughout the year related to dumping fees. Should the dump fees
go up we would ask that the price per unit be adjusted accordingly to the
ratio of dumping cost to the overall cost. Example:
if 30% of the unit price represents the dumping portion then any
percentage of increase in landfill will be taken on the 30% of the
unit price
5% increase in landfill would be 5% of 30% or 1.5% increase etc.
To the best of my knowledge as of today the increase schedule by the Region
will be in January of 1988. Therefore, we would be able to resolve this
issue as soon as I receive written confirmation of the new increases.
I trust you will find this satisfactory and acceptable to deal with
the requested extension. Should you have any further questions please

As per our conversation of November 10,1987 concerning the actual
figure used for the purpose of calculating the proper increase in
disposal rates should they arise; it would be 29 percent. There-
fore any increases would be based on the percentage of the above
figure.

SUBJECT: GARBAGE COLLECTION SERVICES
ORONO & NEWCASTLE VILLAGE
Please be advised that we are in receipt of a letter to you
from B.F.I . offering to extend the Garbage collection and
disposal contract for Orono and Newcastle Village until
December 3rd, 1,988 with the concession that the unit costs
be increased to; reflect any increase in future dumping
fees.
We are .4tiost agreeable to extend the contract with the
understanding that any increase in unit costs will only be a
percentage as reflected by an increase in the Region of
Durham dumping fees and that the accepted increase will be
on a predetermined percentage of the total unit price
representing the dumping portion.
The increase if tied to the Regional site will be easily
obtainable and not likely to change until May 1st, 1988.
The percentage of the unit rate which was suggested as 30%
is reasonable. The Town percentage of disposal costs to
total costs in Bowmanville for 1986 were
85,000 = 28%

There are several other cost advantages in extending this
contract. However, most important of all , the Garbage
Contract will now expire at the same time and one future
tender or contract could be called hopefully lessening the
unit cost to all .
