T87-22, QUEEN STREET STORM SEWERS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following : 1 . That this report be received; and 2. That Tender No. T87-22, Queen Street Storm Sewers not be awarded at this time; and 3. That Staff be authorized to retender this project at a future date. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates for the construction of the Queen Street Storm Sewers, as required by the Department of Public Works. Tenders were publicly advertised in the local papers, as well as the Daily Commercial News. Page - 2 - TR-69-87 TENDER NO. T87-22, QUEEN STREET STORK SEWERS Although Tender specifications were picked up by four (4) contractors, only two (2) bids were received and tabulated as follows: Bidder Bid Amount Boyle Excavating Limited $108,076.61 Bowmanville, Ontario Novacor Construction Limited $159,327.75 Queensville, Ontario The Engineer's estimate for this project was $92,878.00. The total amount allocated for this project in the 1987 Public Works Capital budget was $71 ,000.00. It should also be noted that the Engineer's fees which are estimated to be $17,000.00 would be in addition to the above bid amounts. Should the low bid be accepted, this brings the total estimated required funds to $125,076.61 . A review of the Engineering drawings by Public Works staff, indicates that alterations could be made in the design to accomplish our requirements and reduce costs. A satisfactory temporary storm sewer connection has now been provided to the condominium development on Queen Street, thereby, reducing the urgency of the project. See attached memo from Mr. D.T. Gray, Deputy Director of Public Works, marked Schedule "A". Although the consultants are finalizing negotiations for the acquisition of the sewer outfall easement, the properties have not as yet been obtained. After further review and analysis of the bids by Public Works and Treasury staff, it was mutually agreed that the contract for the construction of the Queen Street Storm Sewers not be awarded at this time, and that in conjuction with the consultant , the necessary alterations be made to the Engineering drawings in order Page - 3 - TR-69-87 TENDER N0. T87-22, QUEEN STREET STORM SEWERS to reduce the overall cost. It is further recommended that upon completion of these changes, that the project be retendered. GRAY, C.E.T., DEPUTY DIRECTOR OF PUBLIC WORKS DATE: 1987 09 15 SUBJECT: TENDER T87-22 STORM SEWER -- QUEEN STREET Please be advised that we have reviewed the total bids for the Queen Street Storm Sewer and recommend that the tender not be awarded at the present time. A quick review of the Engineering drawings indicates that alterations could be made in the design to accomplish our requirements and reduce the costs. The budget allocation for the original project was $71,000 while the Engineer' s estimate for a revised project is approximately $93,000. A satisfactory temporary storm sewer connection has now been provided to the condominium development on Queen Street so the urgency of the project has been reduced. Although the consultants are finalizing negotiations for the acquisition of the sewer outfall easement the properties have not as yet been obtained.
