HomeMy WebLinkAboutTR-68-87 TOWN OF NEWCASTLE HANDOUT REPORT File # Al I�S Res. # � -_-- _ By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: September 21, 1987 REPORT #: TR-68-87 FILE #: SUECT: TENDER T87-19, CONSTRUCTION OF CONCRETE SIDEWALKS (VARIOUS LOCATIONS) RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be `received; and 2. That D & R Ventura Construction, Scarborough, Ontario, with a total bid in the amount of $135,450.00 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T87-19, be awarded forthwith, the portion of the contract for the construction of concrete sidewalks at King's Highway No. 2, from Townline Road to Darlington Boulevard (north and south side) Courtice, Centrefield Drive (north and south side) Courtice, and Robert Street (north side) Newcastle, as required by the Department of Public Works; and 3. That the Division Street (west side) Bowmanville, portion of the contract be deferred to the 1988 Capital Budget; and 4. That the funds required for King's Highway No. 2 (north and south side) Courtice, including Engineering costs, be drawn from the Public Works Courtice Lot Levy Reserve Account; and 5. That funds for the Newcastle Sidewalk Construction, including the Engineering costs, be drawn from the Current Budget Sidewalk Construction account; and 6. That the balance of the funds required, including Engineering costs, be drawn from the approved 1987 Public Works Maintenance Budget. Page - 2 - TR-68-87 TENDER NO. T87-19, CONSTRUCTION OF CONCRETE SIDEWALKS (VARIOUS LOCATIONS) BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates for the construction of concrete sidewalks, for the following locations within the Town of Newcastle, as required by the Department of Public Works: King's Highway No. 2 from Townline Road to Darlington Boulevard, Courtice Centrefield Drive, Courtice Robert Street, Newcastle Division Street, Bowmanville Tenders were publicly advertised in the local papers as well as the Daily Commercial News. Due to a lack of interest in this tender, the original closing date of August 14, 1987 was extended by one (1) week in an effort to try and encourage potential bidders to pick up tender specifications. Ten (101) contractors experienced in this type of work, were contacted by telephone, with only four (4) requesting tender specifications. Tenders were received and tabulated as follows: Bidder Total Bid Amount D & R Ventura Construction $ 188,6501.0101 Scarborough, Ontario The reason for the lack of bidders are as outlined in the attached letter from Totten Sims Hubicki Associates marked Schedule "A". The Engineers estimate for the total project was $204,0501.001. The total amount allocated for this project in the 1987 Public Works Capital budget was $170,000.0101. In addition to the total bid price of $188,650.001 is the engineer's fees which are estimated to be $34,00.010. It is therefore, recommended with the concurrance of the Deputy Director of Public Works that the Page - 3 - TR-68-87 TENDER NO. T87-19, CONSTRUCTION OF CONCRETE SIDEWALKS (VARIOUS LOCATIONS) portion of the contract for the sidewalk construction on Division Street (west side) Bowmanville, be deferred to the 1988 Capital Budget, thereby reducing the total required funds to $169,450.00 (including Engineers estimate) . It is further recommended that the funding be as follows and not as per the 1987 Public Works Capital budget: Costs for the Courtice Sidewalk Construction be drawn from the Public Works Courtice Lot Levy Reserve Costs for the Newcastle Sidewalk Construction be drawn from the Current Budget Sidewalk Construction Account The balance be drawn from the 1987 Public Works Maintenance budget. For the information of Council, the bidder, D & R Ventura Construction have agreed to remove the Division Street, Bow-manville, portion of the contract from the Tender with all other unit prices bid remaining firm. After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Treasury, it was mutually agreed that the low bidder, D & R Ventura Construction, Scarborough, Ontario, be recommended for the contract for the construction of concrete sidewalks, various locations. The subject firm have performed satisfactorily for the Town of Newcastle in past years. Respectfully submitted, Recommended for presentation to the Committee, .R. August 28, 1987 Dear Mrs. Birkett: Re: Contract No. T87-19, Town of Newcastle, Construction of Concrete Sidewalks, Various Locations. Tenders for the construction of the subject project were opened at 12 o'clock noon, Friday, August 21, 1987. One bid only was received with particulars provided as follows: D & R Ventura Construction, Scarborough $188,650.00 Engineer's Estimate 204,050.00 We telephoned ten contractors experienced in this type of work on August 13, 1987, since little interest was being shown by potential tenderers picking up plans. As a result of our calls, only four contractors noted they were interested in receiving plans. I was advised the lack of interest was in some cases due to their heavy workloads and others stated they felt ttie Town should resolve a firm tender award policy. This response obviously stems from the rumour in the construction industry resulting from the recently awarded Contract T87 717. We have examined the submitted tender and consider it to be correct. The bid is 7.5 percent lower than our construction estimate. Accordingly, we recommend the contract award be made to D & R Ventura. The company has performed various projects under our direction during the last 8 - 10 years. They built the sidewalk on Main Street, Orono. We have no hesi- tation in recommending this approval. cont'd. . . . .2 Corporation of the Town of Newcastle . . .2 August 28, 1987 Should Council concur with our recommendation, kindly forward a copy of the appropriate resolution to the undersigned. The Ministry of Transportation and Communications are not involved with this project. Work shall probably commence the week of September 14, 1987 and be completed by the final week of November 1987.
