T87-25 BOWMANVILLE ARENA REPAIRS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That report # TR-65-87 be received; and 2. That Gerr Construction Limited, Bowmanville, Ontario with a bid in the amount of $18,300.00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T87-25, be awarded the contract for the Bowmanville Arena Repairs; and 3. That the required funds be drawn from the contingency account. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates, for the Bowmanville Arena Repairs. These repairs are of a structural nature, involving repair and replacement of deteriorated concrete blocks, banding of bowstring tresses and minor patchwork to the roof. Tenders were publicly advertised in all area papers. In addition bids were invited from 8 area contractors. Due to the time restraints in having the work completed as well as a busy construction season, only one bid was submitted as follows: . . .2 Council Meeting, September 14, 1987 Page Two Bidder Bid Amount Gerr Construction Limited $18,300.00 Bowmanville, Ontario For the information of Council, a similar situation occured in September, 1986 with the Tender called for Bowmanville Arena Repairs. For the same reasons as stated above there were no bids received. The tender was recalled with 3 bids being received, and was awarded to Gerr Construction Limited. The total preliminary estimated cost, as provided by the consultant, was $10,000.00 to carry out the necessary repairs. Mr. Don Jamieson, of the Ministry of Labour has advised that the arena may open on schedule, but the repairs must be completed before the snow loads cause a hazard to the structural ability of the building. Gerr Construction Limited are prepared to commence work no later than October 15, 1987 with completion no later than October 30, 1987. After review and analysis of the bids by Community Services, Totten Sims Hubicki Associates and Purchasing, it was felt that the bid submitted is somewhat inflationary, however, as time is of the essence, it was also agreed that Gerr Construction Limited, Bowmanville, Ontario, be recommended for the contract award for the Bowmanville Arena Repairs. At the time of writing this report, the letter confirming the consultants recommendation was not recieved, however it will be available at the Council Meeting.
