That this report be received; and 2. That Elirpa Construction and Materials Ltd., Pickering, Ontario, with an offer of $5,900.00 be accepted forthwith, for the sale of Item #1, the 1973 Wabaca Grader 555 with snow plow, wing and push blade, in accordance with all terms and conditions of SD87-2; and 3. That Clintar Groundskeeping Services, Scarborough, Ontario, with an offer of $15,2001.001 be accepted forthwith, for the sale of Item #2, the 1977 Mobile Sweeper, in accordance with all terms and conditions of SD87-2; and 4. That Weller Tree Service Ltd., Lindsay, Ontario, with an offer of $8,5012.501 be accepted forthwith, for the sale of Item #3, the 19801 Asplundh Brush Chipper, in accordance with all terms and conditions of SD87-2; and 5. That Brasier Truck Sales, Lindsay, Ontario, with an offer of $4,010101.010 be accepted forthwith, for the sale of Item #4, the 1974 Ford Garbage Packer, in accordance with all terms and conditions of SD87-2; and 6. That Newcastle Recycling Limited, Orono, Ontario, with an offer of $1,465.0101 be accepted .forthwith, for the sale of Items #8, 9, 101, 11, and 12, various sizes and lengths of used steel culvert and scrap steel; and d 9. That ,the funds geneexated from the above approved recommendations Items #5, 6 and (Garbage Packers) be credited to the Garbage Fleet Reserve, and the funds from all other equipment be credited to the regular Public Works Fleet Reserve. BACKGROUND AND COMMENT: Further to Council Resolutions #G.P.A. 597-87 and #G.P.A.598-87, a "Sale by Tender" for various pieces of Public Works surplus equipment and scrap was publicly advertised which provided an opportunity for any interested party to submit an "offer to purchase". The tenders were received and tabulated as per Schedule "A" attached. Staff have reviewed the tendered prices, as well as those received in previous years for similar equipment sold at the Regional Auction Sale and feel that in each case, the high bidder is offering a reasonable price. With respect to a concern as to the value of the Garbage Packers and that perhaps they should be kept for future requirements, due to the present mechanical conditions of the vehicles (see attached memo from Mr. D.T. Gray, marked Schedule "B") , staff recommends that the sale of the Packers be completed. In view of the extended time period between the closing date for offers and the first meeting of Council, it is further recommended that the awards be made forthwith. GRAY, C.E.T., DEPUTF PUBLIC WORK S DATE: 1987 08 21 SUBJECT: SURPLUS DISPOSAL -- SD 87-2 I have reviewed the bids submitted and recommend that the equipment and scrap be sold to the highest bidder. It is my understanding that previously a concern was raised as to the value of the Garbage Packers and that perhaps they should be kept for future requirement. The 1974 Ford was previously a plow truck from Division 3 , Orono and was refitted to serve as a Garbage Packer. The 1976 IHC received limited use. and was used primarily as a back up truck. The 1980 Ford performed the majority of the workload and is due for major mechanical repairs. Although the Garbage Fleet performed its function, staff have held off on major repairs while awaiting a final decision on Municipal Garbage Collection. The 1974 and 1976 trucks were both stated for replacement in the 1987 Fleet Budget. We therefore recommend that the sale of the Packers be completed. I also recommend that revenue from the sale of the garbage Packers be credited to the Garbage Fleet Reserve and all other e uipment an scrap be credited to the regular Public Works eet ese e. D.T.
