By-Law # MEEfING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: September 8, 1987 REPORT #: TR-62-87 FILE #: SUBJECT: REGION OF DURHAM CO-OPERATIVE TENDER WD63-87, SUPPLY AND DELIVERY OF WINTER SAND RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That H & K - Carlson Constructors Inc., Cobourg, Ontario, with a total bid in the amount of $49,50101.001, being the lowest responsible bidder meeting all terms, conditions and specifications of the Region of Durham Co-Operative Tender WD63-87, be awarded the contract to supply, deliver, mix and stockpile winter sand, as required by the Town of Newcastle for the 1987/88 winter season; and 3. That the funds be drawn from the Public Works approved Winter Maintenance accounts for the 1987/88 winter season requirements. BACKGROUND AND COMMENT: Tenders were called on a co-operative basis by the Region of Durham, which included the requirements of the Town of Newcastle, for the supply and delivery of winter sand. Page - 2 - TR-62-87 REGION OF DURHAM CO-OPERATIVE TENDER WD63-87, SUPPLY AND DELIVERY OF WINTER SAND The following tenders were received and tabulated as follows: Bidder Total Bid (includes cost to mix and stockpile in domes) H & K - Carlson Constructors Inc. $49,500.00 Cobourg, Ontario All Star Truck and Equipment Ltd. $62,100.00 Orono, Ontario Highland Creek Sand and Gravel Co. Ltd. $92,520.00 (does not include Pickering, Ontario mix & stockpile) * corrected tender After review and analysis of the bids by Purchasing and Public Works staff, it was agreed that H & K - Carlson Constructors Inc., be recommended for the contract to supply and deliver winter sand to the Town of Newcastle, as required by the Department of Public Works. The required funds will be drawn from the Public Works approved Winter Maintenance accounts for the 1987/88 winter season requirements from which there are adequate funds available. The prices tendered reflect an average increase of approximately 16% over those tendered in 1986. Staff does not anticipate sand delivery until 1988, as the domes are presently full, therefore, the percentage increase could be considered over two (2) years.
