SUBJECT: TENDER NO. T87-16, RECONSTRUCTION OF QUEEN STREET FROM LIBERTY STREET
TO ONTARIO STREET AND FROM QUEEN STREET TO KING STREET, BOWMANVILLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Bennett Paving & Materials Limited, Oshawa, Ontario, with a
total bid in the amount of $349,648.11, being the lowest responsible
bidder meeting all terms, conditions and specifications of Tender
T87-16 be awarded the contract for Reconstruction of Queen Street

from Liberty Street to Ontario Street and ifrom Queen Street to King
Street, Bowmanville, as required by the Department of Public Works;
and
3. That the funds be drawn from the 1987 Public Works Capital Budget.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki Associates for the
Reconstruction of Queen Street from Liberty Street to Ontario Street and from
Queen Street to King Street, Bowmanville, as required by the Department of
Public Works.

In addition to five (5) contractors being invited to bid, tenders were
advertised in the local paper, as well as the Daily Commercial News, however,
due to a busy construction season, only two (2) tenders were submitted as
follows:

The low bid of $349,648.10 is well within the budget allocation of $460,000.O0.
During the 1987 Capital Budget review, Council asked if improvements were
planned on Brown Street north of Queen Street in conjunction with the Queen
Street reconstruction project. It was indicated at that time that improvements
were planned and that it was staff's intention to call tenders with Brown Street
improvements as an optional item and if the tenders came in low enough, those
improvements would be carried out.
Tenders closed on June 24, 1987 with a low bid of $349,648.10 including the
Brown Street improvements. The total project cost including engineering design
and site supervision of Town and Region works, as well as sundry items, such as
utility relocations, is estimated to be $420,00101.001. The budget figures for
this project is $4601,00100.00.
Resolution C-337-86 requested that staff consider a long range plan to eliminate
storm drainage concerns in the urban areas of the Town of Newcastle (ie. elimin-
ation of open ditches in urban areas) . One course of action toward this end is
to pick up these little sections of roadway in conjunction with major
reconstruction projects.

It is, therefore, recommended that the Brown Street improvement be awarded as
part of the contract.
A tentative start date, if approved, would be July 20, 1987, with completion in
the latter part of October, 1987.
After review and analysis of the bids by Public Works, Totten Sims Hubicki
Associates and Purchasing, it was mutually agreed that the low bidder, Bennett
Paving & Materials Limited, Oshawa, Ontario, be recommended for the contract
for the Reconstruction of Queen Street from Liberty Street to Ontario Street and
from Queen Street to King Street, Bowmanville. See attached letter from Totten
Sims Hubicki Associates, marked Schedule "A".
The subject firm has worked with satisfaction for the Town of Newcastle in
recent years.

Dear Mrs. Birkett:
Re: Contract T87-16, Reconstruction of Queen Street (Ontario Street to Liberty
Street) and Brown Street (Queen Street to King Street) .
Tenders for the construction of the subject project were opened on Wednesday,
June 24, 1987. Bids received are described as follows :
Dagmar Construction Limited, Markham $396,306.21
Bennett Paving & Materials, Oshawa 349 ,648.10
Engineer's Estimate 386,370.00
We assume certified deposit cheques in the amount of $25,000.00 accompanied
each tender. The cheques should be retained until a contract has been executed
with the low bidder.
We have examined the submitted tenders and consider them to be correct. Accor-
dingly, we recommend the contract be awarded to Bennett Paving & Materials
Limited. The low bidder has performed work for your municipality for many years,
with an acceptable degree of satisfaction. Should Council concur with our recommenda-
tion, kindly forward a copy of the appropriate resolution to the Ministry of Trans-
portation and Communications and a copy to the undersigned.
Five contractors received plans and specifications from our office during the
tendering stage. A forty percent response is usual.

Work shall probably commence on site effective July 20, 1987 and be completed
in the latter part of October, 1987. Fifty-five working days have been allotted
to complete this contract.
