SLEJECT: TENDER NO. T87-13, SURFACE TREATMENT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Miller Paving, Unionville, Ontario, with a total bid in the
amount of $638,100.00, being the lowest responsible bidder meeting
all terms, conditions and specifications of Tender T87-13, be
awarded the contract forthwith, to supply and apply Surface Treatment
to various roads as required by the Town of Newcastle; and
3. That the funds be provided from the 1987 Department of Public Works
Road Maintenance budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised in the Canadian Statesman, as well as the Daily
Commercial News. In addition to advertising, seven (7) contractors were invited
to bid.

Tenders were received and tabulated as follows:

Miller Paving $638,100.00
Unionville, Ontario
Doyel Paving $645,600.00
Lindsay, Ontario
As is shown on the attached Bid Tabulation, marked as Schedule ^An, the unit
prices have increased marginally from 1986 to 1987. The average increase is
approximately Il%.
The lack of response is due to another busy cuoatzortioo season. This type of
situation allows contractors to pick and choose their contracts, as well as
charge a biobez price for the work performed.
The total funds required for Tender T87-I3, Surface Treatment are included in
the Department of Public Works Road maintenance budget. Although the total bid
amount is slightly above the budget estimate, the terms and conditions of this
tender oIIowa for op to a 25% decrease in the estimated quantities without
'ovalidatiog the contract. This would bring the total funds required well
within the established budget.
In order to facilitate the program as early as possible, it is suggested that
the contract be awarded forthwith.

After review and analysis of the tenders by Public Works and Purchasing, it was
mutually agreed that Miller Paving, Unionville, Ontario, be awarded the contract
to Surface Treat Town roads as required. Miller Paving is an established
reputable company which have a proven record with the Town of Newcastle.
