SUBJECT: TENDER NO. T87-9, ASPHALT AND SURFACE TREATMENT PULVERIZING
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Miller Paving, Unionville, Ontario, with a total bid of
$60,496.40, being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender No. T87-9, be awarded the
contract for Asphalt and Surface Treatment Pulverizing; and
3. That the funds be drawn from the approved 1987 Department of Public
Works Road Maintenance budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised in local papers, as well as the Daily
Commercial News.

In addition to advertising, tenders were invited from the following based on a
compiled list of potential bidders:
Miller Paving
Unionville, Ontario
Harnden and King Construction Limited
Cobourg, Ontario
Royel Paving
Lindsay, Ontario
Evans Contracting Limited
Brampton, Ontario
Norjohn Contracting Limited
Thorold, Ontario
Bennett Paving and Materials Limited
Oshawa, Ontario
Hard Rock Paving
Port Colbourne, Ontario
Bids were received and tabulated as follows:

This is the second year that the Town of Newcastle has issued a Tender for
Asphalt and Surface Treatment Pulverizing. Both years Miller Paving has been
the only bid received. The reason for this is that most contractors do not have
the necessary equipment to perform the work required. Asphalt and Surface
Treatment Pulverizing is still a relatively new process and the required equip-
ment is very expensive for contractors to purchase.
The total funds required for Tender No. T87-9, Asphalt and Surface Treatment
Pulverizing are included in the Department of Public Works Road Maintenance
budget, from which there are adequate funds available.

The tendered unit price is approximately a 15% decrease over the previous year.
However, the total size of the contract in square meters to be covered is
approximately three times greater for 1987 versus 1986. See Schedule "A"
attached for copy of specifications' and list of roads requiring Asphalt and
Surface Treatment Pulverizing.
After review and analysis of the bids by both Purchasing and Public Works, staff
recommends that Miller Paving, Unionville, Ontario, be awarded the contract for
Asphalt and Surface Treatment Pulverizing. The timing of the award of this
contract is imperative as the Department of Public Works requires that the work
be completed by May 29, 1987. The service and performance of Miller Paving has
been acceptable to the Town of Newcastle in the past.
