RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. That the recommendations in Report PSD-l0l-02 be approved FORTHWITH, and
2. THAT a copy of this report and Committee's decision be forwarded to Mr. Harvey
Thompson.

1.0 BACKGROUND
Report PSD-l0l-02 was originally considered by Committee at its October 7, 2002
meeting. The Report set out the Terms of Reference for the Port Granby Project
Community Advisory Committee, and addressed such matters as Committee mandate
and structure.
With respect to this latter point, the Terms of Reference provided for 10 Committee
members, including seven citizen members. Representation from the following groups
was to be considered in appointing these members: three members representing area
residents, and one member each to represent agricultural, educational, business and
environmental interests. The Regional Councillor for Wards 3 and 4 and a
representative from the Durham Region Health would represent the two remaining
voting members, while a Staff person would sit as a non-voting member.
Mr. Harvey Thompson addressed Committee and indicated a concern that area
residents were not adequately represented on the Committee. He specifically requested
that the Terms of Reference be modified to increase the number of Port Granby area
residents on the Committee and to provide spaces for people who were members of the
1999 Advisory Committee.
Committee resolved to refer Report PSD-l0l-02 back to Staff.
2.0 COMMENTS
The Terms of Reference for the Port Granby Project Community Advisory Committee
were developed in consultation with the Government of Canada, as required by the
Legal Agreement. In developing the Committee structure, the need to ensure that Port
Granby area residents are well represented on the Committee was recognized. In this
regard, three of the seven citizen members were specifically designated for area
residents. This would represent one-third of the voting members of the Committee.

It was also felt that a broader representation from within the community was required on
the Committee. This was in recognition of the importance of the Project to all residents,
both current and future, and to provide for different perspectives and opinions on the
Project.
However, the Terms of Reference for the Community Advisory Committee, as proposed
in Report PSD-l0l-02, do not preclude Council from appointing sector specific
representatives (agricultural, educational, business and environmental) from among
area residents. Therefore, no changes to the Report and the Terms of Reference for the
Committee are proposed.
Although representation from the previous Committee is important for continuity, it is
staff's view that the broad-based representation across Clarington will be important to
the success of the Committee and the project.
