FINAL SUBSIDY ON EXPENDITURES IN THE PUBLIC WORKS DEPARTMENT
FROM JANUARY 1 TO DECEMBER 31, 1986
RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. That report TR-14-87 be received; and
2. That the Treasurer be authorized to petition to the Ministry
of Transportation & Communications for Final Subsidy on
expenditures in the Public Works Department from January 1 to
December 31, 1986.
BACKGROUND & COMMENTS:
It is a requirement by the Ministry of Transportation and
Communications that we have the resolution authorizing the final
petition for the period January 1 to December 31, 1986 to Council for
approval and place it with the petition for payment. This resolution
can be general in nature to cover the total expenditures as
determined at the close off of the 1986 financial year.

RE: 1987 Subsidy Allocation
Pursuant to the Public Transportation and Highway Improvement
Act, the Honourable Ed Fulton, Minister of Transportation and
Communications, has authorized a subsidy allocation for 1987 of:
$ 715,000 for Construction
$ 1,162,000 for Maintenance
$ 1,877,000 Total
The abovo Figures are the 1987 construction and maintenance
allocations for your Municipality in subsidy dollars. A program
form MR-A-16 is attached and is to be completed showing how such
allocation is to be spent. One copy of this form shall be sent
to the undersigned not later than March 31, 1987 and preferably
by March 1st.
The 1987 construction allocation is based on the findings of the
needs studies.
We wish to emphasize that Council should determine the total
construction funds to be spent on the municipal roads system in
1987 and that they may wish to establish a program for less than
the allocation indicated. If the program decided on by Council
requires more funds than those allocated, it is Council's
privilege to submit a Supplementary Request to the District
Office, but the substantiation of the extra funds should be based
on the findings of the needs studies.
The maintenance allocation shown above has been made on the basis
of an appropriate requirement for the entire year and no further
allocation specifically for maintenance will be provided.
The transfer of subsidy funds between construction and
maintenance will be allowed without Ministry approval and subsidy
funds will be controlled only on the basis of the total
allocation.

Where major construction expenditures have been proposed and will
require a subsidy amount in excess of the above allocation, the
excess amounts will not be subsidized unless covered by a request
approved_by the Minister for a supplementary allocation of
su s1N monies.
The Treasurer, the Honourable Robert Nixon and the Minister, the
Honourable Ed Fulton announced in early November that $30 Million
would again he available through the Ontario Municipal
Improvement Fund (O.M.I.F. ) for municipal road and bridge
improvements in 1987.
These funds will be available through the Highway Connecting Link
Program in municipalities to support some of the backlog of
projects already requested, and through the regular subsidy
program in the form of Supplementary Allocations.
Applications for O.M.I.F. funding in the Subsidy program must be
submitted on the Ministry's Supplementary Allocation Forms to
the undersigned by March 1, 1987, notinq that the request is for
O.M.I.F.
Supplementary requests, where applicable, should reach this
office not .later than March 1, 1987. However, no guarantee of
approval of any supplementary allocation can be given at this
time and if subsidy is expected on any proposed work covered by
such application, it should not be commenced unless approval has
been received from the Ministry.
This allocation is given with the understanding that expenditures
made thereunder will be in accordance with present Ministry
policy.
Please note that the Environmental Assessment Act requires that
subsidy must be withheld from municipal projects unless the
municipality meets the requirements of that Act.
The approval. of the Ontario Municipal Board shall be obtained
before any expenditure is authorized or work commenced which will
be financed by the issue of debentures or monies .raised in years
subsequent to the term of the present Council.
