MEETING: SPECIAL GENERAL PURPOSE & ADMINISTRATION COMMITTEE MEETING
DATE: February 9, 1987
REPORT #: TR-101-$7 FILE #:
SUBJECT:
1987 Five Year Capital Budget (First Draft)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administrative Committee recommend to Council the following:
1. That report TR-10-87 be received; and
2. That the attached 1987 Five Year Capital Budget be received
for review and consideration in conjunction with the 1987
current budget discussions.
BACKGROUND & COMMENTS:
The demands of the Corporation for capital works projects over the
next five years are substantial with the proposals for a new admin-
istrative facility, land acquisition for development of a major
community park in the Courtice Area and a new arena all to be
addressed in 1987.
Other major proposals to be considered include parkland development,
renovations of the main fire station, further development of needed
services in the Courtice area as well as the regular program of road
construction, equipment replacement and updating of equipment in all
departments.

Capital repairs to municipality awned buildings is ongoing and the
Community Services Department will bring forth a recommendation
which addresses this matter at a later date.
In 1986, the taxes levied for capital projects totalled $867,250, an
increase of 10.6% over 1985. In 1987, this draft of the capital
budget as prepared by the respective departments, proposes a tax
levy of $1,384,050, an increase of 59.6% over 1986 and does not
include the Library or Museum Boards' capital requests.
Staff recommend that committee members review this document in
detail and establish priorities for 1987 which will then be incorp-
orated in the 1987 current budget.
Respectfully submitted, Recommended for presentation
to the Committee
