Q87-5, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT RECOMMENDATIONS: It is respectfully recommended to Council the following: 1. That this report be received; and 2. That Superior Plumbing and Heating, Oshawa, Ontario, with a total bid price of $2,900.00 and a Journeyman hourly rate of $40.010 be awarded Part "A" of the Mechanical Equipment Maintenance Contract as required by the Town of Newcastle; and 3. That Standard Mechanical Systems Limited, Mississauga, Ontario, with a total bid price of $944.00 and a Journeyman hourly rate of $44.0101 be awarded Part "B" of the Mechanical Equipment Maintenance Contract as required by the Town of Newcastle; and 4. That the funds expended be drawn from the respective facilities 1987 Mechanical Equipment Maintenance budgets. I Page - 2 TR-7-87 QUOTATION NO. Q87-5, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT BACKGROUND AND COMMENT: Quotations were advertised and invited with bids being received and tabulated as per Schedule "A" attached. The General scope of the work is to provide all necessary labour, materials and equipment to perform service maintenance, inspections, repairs, as requested and emergency calls on Mechanical Equipment as required by the Town of Newcastle. Due to the variation in the type of equipment located at each Town facility, the contract is divided into Part "A" and Part "B". Part "A" covers the mechanical equipment located at the following facilities: Bowmanville Newcastle Fitness Centre Fire Department Building Bowmanville Library Orono Orono Armouries and Hydro Office Orono Fire Station Part "B" covers the mechanical equipment located at the following facilities: Bowmanville Animal Control Shelter Newcastle Village Newcastle Village Fire Hall Orono Orono Town Hall Darlington Hampton Municipal Building Courtice Fire Hall ~_~~ 'uN � ^L , u �V Page - 3 - 7B-7-87 QUOTATION NO. Q87-5, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT Under the general terms and conditions of Quotation O87-5, the Town, may with- out invalidating the bids, award the contract in whole or in pert, whichever is in the best interest of the Tmvo of Newcastle. The Ima overall bidder, Harvey Partner Limited, has provided Mechanical Equipment Maintenance services for the Town of Newcastle for the past few years, but have in staff's opinion have not met expectations. &Itboogb Harvey Partner � Limited was the low bidder for the 1986 contract, at the discretion of Council Part «&n was awarded to Superior Plumbing and Heating, Oshawa, Ontario, and Part nB" was awarded to K.W.S. Energy Services Limited, Whitby, Ontario. A review of the total dollars spent on mechanical Maintenance between 1985 and 1986 compares as follows: I985 - Harvey Partner Limited $ 15,427.27 (total dollars spent) - 3,136.00 Leas (dollars spent on Maintenance Inspections) Equals (dollars spent on Emergency Repairs) I986 - Superior 9Ionbiog 6 Heating ¢ 7,423.26 K.W.S. Energy Service f 1,472.00 8,895.84 (total dollars spent) - 4,350.00 Less (dollars spent on Maintenance Inspections) Equals (dollars spent on Emergency Repairs) As indicated by the above figures, although the coat for routine maintenance inspections was higher in I986 than in I985, the nnot of emergency repairs was substantially reduced. in staff's opinion, this is largely doe to the higher level of service received in 1986, as well as the overall improved conditions of our equipment. � Page - 4 - TB-7-87 QUOTATION NO. QO7-5' MECHANICAL EQUIPMENT MAINTENANCE CONTRACT While Black and McDonald, Toronto, Ontario, was the second overall low bidder for Part "All, their hoorll, rate is $5I.00. As the dollar value of service calls outweighs the dollar value of preventative maintenance it would not be in the Tuval`o best interest to award Part "&o to this company. Both Superior Plumbing and Heating and Standard Mechanical Systems Limited, have performed satisfactorily for tbe Town of Newcastle in prior years. The price submitted for Parts ''An and nBn represent an approximate average decrease of 12% over those in 1986. However, this is u result of some minor changes made to the contract requirements (ie. the deletion of the Town Ball) . The hourly rates submitted have increased by approximately 35% which is in line with other heating contractors. This increase is indicative of higher operating costs such as insurance. After further review and analysis of the quotations, it was agreed by staff that Superior Plumbing and Heating, Oshawa, Ontario, be awarded Part n&n of the Mechanical Equipment Maintenance Contract and that Standard Mechanical Systems Limited, Mississauga, Ontario, be awarded Part xBn.
