1986 MUNICIPAL GRANT REQUEST
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That report TR-105-86 be received for information and
direction.
BACKGROUND & COMMENT
At the regular meeting of Council held Monday, October 27th,
1986 the following resolution was passed:
"That the delegation of William Clarke be acknowledged.
And that the matter be referred to the Treasurer for
clarification between St. John's Ambulance, Newcastle
Community Services Advisory Board and the Town."
In order to further clarify this matter, staff contacted the
above parties and received the following comments.
St. John's Ambulance
This organzation made application for a 1986 operating grant in
the amount of $1 ,000.00 on December 2, 1985. Said application
was to be in no later than December 1 , however, because of
problems associated with the relocation of their offices and
difficulty in completing the application they requested
assistance from the Town. The Treasurer attended their offices
on December 2, 1985 and provided whatever assistance was
required. The application was then hand-delivered to the Town
on December 3rd and referred to the Newcastle Community
Services Advisory Board along with all the other grants for
1986 consideration.

Newcastle Community Services Advisory Board
The Board considered the 1986 Grant Request from this organization
and subsequently recommended that no grant be given. Said
recommendation was adopted by Council.
The reason given was that they operated out of Oshawa and not
Bowmanville, therefore were not in a position to provide the required
service.
Town
Subsequent to the approval and ratification of the budget by Council,
Staff under letter dated June 17, 1986 (copy attached) advised St.
John Ambulance that their request had been denied.
On July 16, 1986 Town Staff received a copy of the letter sent to the
Chairman of the Newcastle Community Services Advisory Board along
with other correspondence. On reviewing this material it is obvious
that a branch had indeed been established in the Town. This letter
also requested that a copy the relevant minutes along with a copy of
the service grants as ratified by Council be forwarded to them.
Because the Newcastle Community Services Advisory Board never
complied with this request, Staff were contacted by Mr. Clarke
requesting our assistance.
Staff then met with the Chairman of the Advisory Board and were
advised that the budget had now been approved and that there was
nothing further that they could do as it relates to 1986. Mr. Clarke
was then advised that he should make a presentation to Council
requesting reconsideration of their 1986 Grant Request.
After reviewing all the material, Staff are of the opinion that a
breakdown in communication did in fact exist and that it would be
appropriate for Council to reconsider this request.

some conditions associated with several of the awards which
were not communicated to the various organizations prior to
the release of the funds .
The grants monies approved for the St . John Ambulance
Service were given with the understanding that a branch
operation would be opened in BowmanvilIe . At this time , we
request confirmation of such an action or the plans for an
opening of a branch .

In reply to your letter , I will attempt to explain
the situation of St . John Ambulance in Oshawa -Newcastle
and the "Division " situated in Bowmanv111er 1 e —arcliJ
is the headquarters of all four divisions serving the
citizens of Oshawa and Newcastle .
The new division consists of a new ambulance donated by
the combined Service Clubs of Newcastle . The men and
women of this division mainly from Newcastle , train and
operate from the Bowmanville General Hospital . The di -
vision is headed by Mr . Doug Boddy , a citizen of Bowman-
ville and its first priority is to serve the Town of New-
castle .
May I point out that before this division was established ,
the Town of Newcastle was served by divisions from the
Oshawa area .
If I can be of further assistance to you in this respect ,
please do not hesitate to contact me .

Dear Milt;
With reference to our previous telephone conversations, I enclose
copies of the following letters:
1. Request from Treasurer for clarification of status of
St. John in Newcastle ( 1985) .
2. Reply from Branch stating that the Division was in being
and the make up of the group serving the Town of New-
castle (1985) .
The 871 Division has been in place since 1982 and its prime respon-
sibility is to serve the Town of Newcastle. This situation has not
changed since the original letter. Your unawarness of this fact, I
am sure, is an unfortunate error and we trust it will be cleared up.
I have made the Mayor aware of the situation and will send copies of
this letter and the original letters sent the previous Treasurer, to
the following:

Mr. J. Blanchard, Treasurer
Mr. Jan Devantier, Dir. of Community Services
Also, I would appreciate a copy of the relevant minutes and also a
copy of the Service Grants as ratified by Council.
