T86-27, SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS AND PARKING LOTS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That this reportilbe received; and 2. That G.W.S. Landscaping, Bowmanville, Ontario, with a bid in the amount of $652.00 per call out, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T86-27, be awarded the contract, forewi.th, to provide Snow Clearing and Winter Maintenance to sidewalks and parking lots as required by the Town of Newcastle for the 1986/87 winter season; and 3. That the funds expended be drawn from the 1986 and 1987 Public Works Winter Maintenance budget. BACKGROUND AND COMMENT: Resolution #G.P.A.105-86 directed staff to report back to the General Purpose and Administration Committee on the associated costs of the snow clearing, the contractors bid price and the actual amount paid. Original report is attached marked Schedule "A". The tendered amounts reflect the total cost to clear snow, sand and salt all twenty-seven (27) locations specified in the Tender per call out. However, each of the twenty-seven (27) locations specified are priced individually, ie. a set price for snow clearing only and a set price for sand/salt spreading only. Due to the geographic lay-out of the Town of Newcastle, it may or may not be necessary to have r Page - 2 - TR-96-86 TENDER NO. T86-27, SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS AND PARKING LOTS either snow clearing or sanding and salting done at each location. Therefore, throughout the winter season, the total dollar value of each invoice submitted by a given contractor will fluctuate but will not exceed the total bid price tendered for all locations. The Purchasing Department provides the successful bidder with a supply of invoices to be used, which indicate the unit price for each location. It is then the contractors responsiblity to specify which locations are being billed. A sample invoice is attached, marked Schedule "B". For the information of Council , the snow removal contract for the 1984/85 winter season was performed by Fairway Property Management (now G.W.S. Landscaping) at a bid price of $491 .00 per call out. The total cost of the contract amounted to $10,972.00. The snow removal contract for the 1985/86 winter season was performed by D & F Snow Removal at a bid price of $895.00 per call out. The total cost of the contract amounted to $15,515.00. Although staff concurs that there were some minor problems encountered with G.W.S. Landscaping during the 1984/85 winter season, it is also felt that there will always be areas of concern with a service contract of this nature. Staff have contacted the references provided by G.W.S. Landscaping, and in each case "Excellent Service" had been provided. Landscaping, Bowmanville, Ontario, be awarded the contract to provide Winter Maintenance of Sidewalks and Parking Lots as tendered. BACKGROUND AND COMMENT: Tenders were publicly advertised and called for the Snow Clearing and Winter Maintenance of sidewalks and parking lots within the Town of Newcastle, as required by the Department of Public Works. For the information of Council , a total of ten (10) area contractors were invited to bid. Subsequently, tenders were received and tabulated as follows: BIDDER BID AMOUNT G.W.S. Landscaping $ 652.00 Bowmanville, Ontario D & F Snow Removal $1085.00 Bowmanville, Ontario Page - 2 - �• (C) TR-86-86 TENDER NO_ T86-27, SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS AND PARKING LOTS The above tendered amounts reflect the total cost to snow clear, sand and salt all the locations specified in the Tender for one time only. The locations as tendered are indicated on Schedule "A" attached. The price tendered represehts a 37% decrease from 1985. This large decrease counter balances the 45% increase, which was absorbed for the 1985/86 contract. The reason for the large flucuation in prices between 1984 to 1986 is that in both 1984 and 1986 G.W.S. Landscaping, Bowmanville, was the low bidder, however, in 1985, their bid was disqualified as it was submitted past the closing time and date. Subsequently the 1985/86 tender was awarded to the next lowest bidder, D & F Snow Removal, Bowmanville, who were substantially higher in price per call out. After review of the bids by both Public Works and Purchasing, it was mutually agreed that G.W.S. Landscaping, Bowmanville, Ontario, be recommended for the contract award to provide Winter Maintenance of sidewalks and parking lots,. as tendered.
