SUB,JECT: TENDER NO. T86-28, INSIDE DEMOLITION - TOWN HALL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee r commend to Council the following :

1 . That this report be received ; and
2 . That Partak Limited , Cobourg , Ontario , with a bid in
the amount of $82 , 940. 00 , being the lowest responsible
bidder meeting all terms , conditions and specifications
of Tender No. T86-28, be awarded the contract for the
Inside Demolition and the Cupola Removal of the Town Hall
located in Bowmanville ; and
3. That the funds be drawn from the Administration
Improvement Reserve Fund Account #1110-X-168-4 .
BACKGROUND AND COMMENT:
At the advise of the Architects , A. J. Diamond and Partners , the
contract for the Administration Improvement has been divided into
the following two (2) phases :
Phase I - Inside Demolition and Cupola Removal
Phase II - Renovations and the Construction of an
Addition

It is anticipated that by dividing the project into two (2) phases ,
the total cost will be more realistic , as the building structure
will be exposed and thus , there should be no hidden costs .
Tender specifications for Phase I were provided by A. J. Diamond and
Partners for the Inside Demolition and the Cupola Removal of the
Bowmanville Town Hall . Subsequently, tenders were advertised in all
four ( 4) area papers , as well as the Daily Commercial News . Bids
were received and tabulated as follows :

Ackerman Excavating Limited $118 , 783 . 00

The required funds will be drawn from the approved Administration
Improvement Reserve Fund Account #1110-X-168-4 .
The low bidder, Partak Limited , have specified a completion date of
February 27, 1987 . In view of this , the Architects have recommended
that Phase II , not be tendered until Phase I has been completed .
After review and analysis of the bids by Purchasing and A. J. Diamond
and Partners , it was mutually agreed that the low bidder , Partak
Limited , Cobourg, Ontario, be awarded the contract for the Inside
Demolition and Cupola Removal of the Bowmanville Town Hall . The
subject firm have performed satisfactorily for the Town of Newcastle
in past years . A letter from A. J. Diamond and Partners is attached
marked Schedule "Alt .
