Sl&JECT: QUOTATION NO. Q86-20, SNOW CLEARING AND WINTER MAINTENANCE OF
FIRE DEPARTMENT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1 . That this report be received; and
2. That D & F Snow Removal , Bowmanville, Ontario, with a bid of $45.00
per callout for snow clearing and $35.00 per callout for sand/salt
spreading be awarded the contract to provide Snow Clearing and Winter
Maintenance for Station #2 (Newcastle) , as required by the Town of
Newcastle Fire Department for the 1986/87 winter season; and
3. That D & F Snow Removal , Bowmanville, Ontario, with a bid of $40.00
per callout for snow clearing and $35.00 per callout for sand/salt
spreading be awarded the contract to provide Snow Clearing and Winter
Maintenance for Station #4 (Courtice) , as required by the Town of
Newcastle Fire Department for the 1986/87 winter season; and
4. That Mel Hartwig Excavating Limited, Orono, Ontario, with a bid of
$38.00 per callout for snow clearing and $38.00 per callout for sand/
salt spreading be awarded the contract to provide Snow Clearing and
Winter Maintenance for Station #3 (Orono) , as required by the Town
of Newcastle Fire Department for the 1986/87 winter season; and
5. That the funds expended be drawn from the 1986 and 1987 Fire Department
Snow Removal budget.
BACKGROUND AND COMMENT:
Quotations were invited from a total of ten ( 10) area contractors. In addition, notices
were posted in all Towr of Newcastle Fire Stations, inviting all interested parties to
contact the Purchasing Department for further information on the Snow Removal Quotation.

The terms and conditions of the Quotation stipulate that the Town of Newcastle reserves the
right to award "any" or "all" items to separate bidders.
Based on the number of times actual snow removal is required versus the number of times
sanding and salting is required, staff feels it is more beneficial to the Town of Newcastle
to accept the bidder or bidders with the lowest price for snow clearing.
After further review and analysis of the quotations by the Fire Chief and the Purchasing
Agent, it was mutually agreed that D & F Snow Removal , Bowmanville, Ontario, be recommended
for the contract to supply Snow Clearing and Winter Maintenance as required by the Town
of Newcastle Fire Department for Station 9.2 and #4. And that Mel Hartwig Excavating Limited,
Orono, Ontario, be recommended for the contract to supply Snow Clearing and Winter
Maintenance as required by the Town of Newcastle Fire Department for Station #3.
The quoted prices for Station #2 and #4 are the same as the contract prices for the 1985/86
winter season, where as the prices quoted for Station #3 represent a 1 .3% increase for Snow
Clearing and a 52% increase for Sand/Salt Spreading.
Both D & F Snow Removal , Bowmanville, Ontario and Mel Hartwig Excavating Limited, Orono,
Ontario, worked satisfactorily for the Town of Newcastle Fire Department during the 1985/86
winter season.
