SUBJECT: MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
RECOMMENDATIONS:
It is respectfully recommended that the Gen ral Purpose and Administration Committee
recommend to Council the following: � ,V
1 . That th4-s report/,,,,be received; and
2. That the 1987 Mechanical Equipment Maintenance Contract remain
divided into the two (2) categories of A) Sophisticated equipment
air conditioning and gas heated, and B) Simple equipment oil heated.
BACKGROUND AND COMMENT:
At the Council Meeting, of February 10, 1986, Council Resolution C-149-86 directed staff
to review the division of the Mechanical Equipment Maintenance Contract into three (3)
categories and bring forth a recommendation for awarding the 1987 contract.
In past years, the contract has been divided into the two (2) separate categories of:
A) Sophisticated equipment, air conditioning and gas heated
B) Simple equipment, oil heated
for the following reasons:
- most heating contractors service the plumbing associated with
the mechanical equipment as well , hence Plumbing and Heating
contractors

- few local contractors can service the sophisticated pneumatic
controls and equipment associated with air handling and air
conditioning of some of our major buildings
- in an effort to have only one (1 ) company service the more
sophisticated equipment and the fact that many plumbing and
heating companies generally specialize in either gas or oil
service, the mechanical equipment was divided into two (2)
categories:
A) sophisticated equipment, air conditioning and generally
gas heated
B) simple equipment generally oil heated
- the equipment in the A) buildings is interdependent and it would be
difficult to isolate components for different companies to service.
ie. One (1 ) fan motor operates both the heating system as well as
the air conditioning.
After discussions with the Director of Community Services, the Purchasing Agent, and the
current contractor, Superior Plumbing and Heating, it was agreed that due to the sophisti-
cated equipment involved, the dependency of the equipment on other components and in an
effort to have one (1 ) contractor only service each building, that the 1987 contract for
the Mechanical Equipment, remain divided into two (2) categories only, as has been done in
previous years.
