T86-17, DURHAM STREET, BROWN STREET AND QUEEN STREET STORM SEWERS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following : 1 . That this report be received; and 2. That Hollingwo rth Construction Company, Concord , Ontario , with a bid in the amount of $ 182,135.50, being the lowest responsible bidder meeting all terms , conditions and specifications of Tender T86-17, be awarded the contract for the Durham Street, Brown Street and Queen Street Storm Sewers; and 3. That the funds be drawn from the approved 1986 Public Works Capital budget. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates Limited, for the Durham Street, Brawn Street and Queen Street Storm Sewers. Subsequently, tenders were advertised in the local papers , as well as the Daily Commercial News. Page - 2 - TR-74-86 TENDER NO. T86-17, DURHAM STREET, BROWN STREET AND QUEEN STREET STORM SEWERS Bids were received and tabulated as follows : BIDDER BID AMOUNT Hollingworth Construction Company $182,135.50 Concord, Ontario Behan Construction Limited $189,877.00 Cobourg , Ontario P. Hollingworth Drain Services $229,587.50 * corrected tender Richmond Hill , Ontario Dawn Enterprises $230,790.00 Thornhill , Ontario Calder Hill Contracting Limited $348,565.00 Richmond Hill , Ontario The required funds will be drawn from the approved 1986 Public Works Capital budget, which provided $250,000.00 for this project. After review and analysis of the bids by Purchasing , Public Works and Totten Sims Hubicki Associates Limited, it was mutually agreed that the low bidder, Hollingworth Construction Company, Concord, Ontario, be recommended for the contract award for the Durham Street, Brown Street and Queen Street Storm Sewers. A letter from Totten Sims Hubicki Associates Limited advising of their recommendations is attached, marked Schedule "A". Tenders for the construction of the subject storm sewers (including restoration) were opened on Monday, September 8, 1986. The received tenders including respec- tive prices are summarized as follows: Calder Hill Contracting Ltd. , Richmond Hill $348,565.00 Dawn Enterprises Ltd. , Thornhill 230,790.00 P. Hollingworth Drain Services, Richmond Hill 229,587.50* Behan Construction Ltd. , Cobourg 189,877.00 Hollingworth Construction Co. , Concord 182,135.50 *corrected tender Engineer's Estimate 188,950.00 The tenders received have been checked and are correct as noted. The tender received from Hollingworth Construction Company in the amount of $182,135.50, being the lowest bid received, is recommended for acceptance by the Town of Newcastle. All documents are in order and an Agreement to Bond duly completed. Hollingworth Construction Company have previously worked for the Town and per- formed satisfactorily. The contractor's administrative staff has changed since the last project, but we do not have any concerns in this regard. Accordingly, we recommend the low bidder be approved subject to the concurrence of the Ministry of Transportation and Communications. cont'd. . . . .2 Mrs. Lou-Ann Birkett . . .2 September 10, 1986 Kindly forward a copy of Council's resolution approving the tender award. On receipt, we shall seek the MTC approval of this project on behalf of the Town.
