SUB.ECT: TENDER NO. T86-10, RECONSTRUCTION OF BASELINE ROAD FROM SIMPSON AVENUE
TO SOPER CREEK AND SOPER CREEK BRIDGE REPAIRS - BOWMANVILLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following :
1 . That this report be received; and
2. That Harnden and King Construction Limited, Cobourg , Ontario , with a
total bid in the amount of $157,838.18, being the lowest responsible
bidder meeting all terms, conditions and specifications of Tender T86-10
be awarded the contract for reconstruction of Baseline Road from
Simpson Avenue to Soper Creek and Soper Creek Bridge repairs, as required
by the Department of Public Works; and
3. That the funds be drawn from the approved 1986 Public Works Capital
budget.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki Associates for the reconstruction
of Baseline Road from Simpson Avenue to Soper Creek and Soper Creek Bridge repairs, as
required by the Department of Public Works.
A total of twelve ( 12) contractors were invited to bid, however, due to the extremely
busy construction season, only two tenders were submitted as follows:

TO SOPER CREEK AND SOPER CREEK BRIDGE REPAIRS - BOWMANVILLE
The tendered amount for this project is approximately $50,000.00 over the Budget
allocation of $110,000.00. It is suggested that the following changes be implemented
to initiate the project in 1986:
delete the final surface asphalt from the project reducing the total
by $10,000.00 to be completed in 1987 Resurfacing contract
- reallocate $30,000.00 from Bridge and Culvert Maintenance and Stafford
Road Culvert Accounts
defer final payments and engineering fees as a carry over item until
1987.
It is important that this contract be awarded quickly so that essential materials
required to complete the bridge repairs can be placed on order by the contractor.
As well , if we are to take advantage of approved supplementary funding for this
project, the work will need to commence within the next few weeks. A tentative start
date, if approved, would be September 15, 1986.
After review and analysis of the bids by Public Works, Totten Sims Hubicki Associates
and Purchasing , it was mutually agreed that the low bidder, Harnden and King Construction
Limited, Cobourg, Ontario , be recommended for the contract for reconstruction of Baseline
Road from Simpson Avenue to Soper Creek and Soper Creek Bridge Repairs - Bowmanville.
The subject firm has worked with satisfaction for the Town of Newcastle in recent years.
