RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the fallowing :
1 . That this report be received; and
2. That the procedures set out in the Purchasing By-Law #82-92, Section 5,
paragraph 04, be waived for this particular transaction owing to the
uniqueness of the work required; and
3. That a purchase: order in the amount of $20,874.00, for the removal of
the cupola from the Town Hall be awarded to Gerr Construction Limited,
Bowmanville, Ontario ; and
4. That the funds expended be provided from the approved account.

BACKGROUND AND COMMENT:
The structural engineer, M.S. Yolles, has recommended the immediate removal of the cupola
from the roof of the Town Hall.
Due to the uniqueness of the work and at the! suggestion of the Architects, A.J. Diamond
and Partners , a site meeting was arranced with four (4) area contractors being invited.
Representatives from both M.S. Yolles and A.J. Diamond and Partners were in attendance
at this meeting.
The invited contractors and their respective bids were tabulated as follows :

Upon review of the low bid from Partak Limited, it was revealed that it was incomplete
in that it did not include a demolition permit or the removal of the cupola from the
site after being lowered by the crane. The representatives from both M.S. Yolles and
A.J. Diamond and Partners feel that the low bidder does not have a full understanding
of the work required.
After review of the other bids submitted, it was agreed that the second low bidder,
Gerr Construction Limited, Bowmanville, Ontario , be recommended for the contract to
remove the Town Hall Cupola. See the attached letter from A.J. Diamond and Partners ,
recommending this award, as well as a copy of the bid from Gerr Construction Limited.
Gerr Construction Limited are a reputable contractor who have satisfactorily performed
numberous contracts for the Town of Newcastle.

Dear Lou Ann;
Re: Town of Newcastle, Town Hall Cupola Removal
We have reviewed the bids for the removal of the cupola
from the Town Hall with our structural consultant Helmut
Microys, and recommend that Gerr Construction be retained
for the work. The removal of the cupola should begin as
soon as possible, please advise me when the contractor
has approval.

Madam:
WP are pleased to submit one quotation on the amount of
Twenty Thousand, eight hundred and seventy four dollars ($ 20,874.00)
to provide all necessary labour, plant, and materials to perform the
following work:
- remove cupola and masonry walls above roof line as discussed on site with
representatives of A.J. Diamond & Associates and MS Yoles on July 17/86.
- provide temporary wood framing,plywood sheathing and asphalt shingles to
provide watertight roof at area of demolition.
- provide all necessary hoarding and protection as required by safety
regulations
Note: 1. Cupola to be either a) removed intact and hoisted to ground
west of building for storage by others or b) demolished and removed from
site. There will be no difference in cost for these alternatives .
2, Work to be performed during regular working hours . Work will
commence within 2 weeks of receipt of order and completed approximately
three weeks thereafter.
