SURECT: TENDER NO. T86-15 - HOT MIX ASHPHALT RESURFACING
RECOMMENDATIONS:
It is respectfully recommended to Council :
1 . That report no. TR-61-86 be received; and
2. That Bennett Paving and Materials Limited, Oshawa, Ontario
with a total bid in the amount of $1921990.31 being the
lowest responsible bidder meeting all terms, conditions and
specifications of Tender no. T86-15 be awarded the contract to
supply and place Hot Mix Asphalt as required by the Town of
Newcastle; and
3. That the funds expended be drawn from the approved Public Works
road maintenance construction and capital project budgets.

BACKGROUND AND COMMENT
Tenders were publicly advertised and called for the supply and placement of
Hot Mix Asphalt as required by the Department of Public Works.
Tenders were invited from the following:
Bennett Paving & Materials Limited,
Oshawa, Ontario
Miller Paving Limited,
Unionville, Ontario
Harnden & King Construction (Ont.) Ltd.,
Cobourg, Ontario
Roye) Paving,
Lindsay, Ontario
Empire Paving Ltd.,
Weston, Ontario
Due to an extremely busy season, the only tenders submitted were as follows:

Due to the nature of the work involved, the variations in the locations of the
paving, and the estimated tonnes required it is difficult to ascertain the
actual price increase compared to 1985, however it is minimal . See attached
1986 Hot Mix Paving Schedule marked Schedule
The required funds will be drawn from the 1986 approved Public Works road
maintenance construction and capital project budgets from which there are
adequate funds available.
After review and analysis of the tenders by Public works and Purchasing staff,
it was agreed that Bennett Paving & Materials Limited, Oshawa, Ontario be
recommended for the contract award to supply and place Hot Mix Asphalt as
tendered.
