SMECT: QUOTATION NO. Q86-18, PAINT EXTERIOR - DARLINGTON SPORTS CENTRE
RECOMMENDATIONS:
It is respectfully recommended to Council the following :
'je - ,
1 . That this report,. be received; and
2. That D.W. Ashton Building Services, Oshawa, Ontario, with a
total bid of $12,800.00 being the lowest responsible bidder
meeting all terms, conditions and specifications of
Quotation No. Q86-18, be awarded the contract to provide
all necessary labour and materials to paint the exterior of
the Darlington Sports Centre, as required by the Department
of Community Services; and
3. That the $12,000.00 be drawn from the 1986 approved Community
Services Capital budget account Number 7606-501-2-9 and the
additional required funds of $800.00 be drawn from the
Contingency Account.
BACKGROUND AND COMMENT:
A quotation was publicly advertised and invited for the Exterior Painting of the
Darlington Sports Centre. Quotations were received and tabulated as follows :

The quotations were reviewed and it was revealed that the low bidder did not have
any experience with contracts of this size or type. It was the bidder's intention
to try and do all the painting himself, and if he found it to be too large of a
job, he would then hire sub-contractors.
The second low bidder, D.W. Ashton Building Services, Oshawa, Ontario, does have the
necessary experience and would use at least four (4) men on the job. The following
references have been provided and verified :
Durham Board of Education
Carewell North York Nursing Home
Hallmark, Toronto
After review and analysis of the bids by Purchasing and Community Services, and as the
low bidder does not have relevant experience, it was mutually agreed that the bid from
D.W. Ashton Building Services, Oshawa, Ontario, be recommended for the quotation award.
