Res. # - By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING DATE: July 21 , 1986 REPORT #: TR-59-86 FILE #: SUBJECT: UNDERGROUND ENTRANCE RAMP - FIRE STATION #1 (BOWMANVILLE) RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following : 1 . That this report be received; and 2. That the procedures set out in the Purchasing By-Law #82-92, Section 5, paragraph 04, be waived for this particular transaction owing to the uniqueness of the work required; and 3. That a purchase order in the amount of $11 ,960.00 (Plus P.S.T. ) to replace the electric snow melting cables in the underground entrance ramp at Fire Station #1 , be awarded to Kremco Limited; and 4. That the funds expended be provided from the approved 1986 Fire Department Capital Budget Account #7102-0172-0005-4. BACKGROUND AND COMMENT: Since the original construction , the Bowmanville Fire Station Ramp has had a history of repairs. In April of 1982, Council approved the award of a contract to George Moore Electric to replace the heating cables at a cost of $9,500.00. During the year 1985 alone, in excess of $3,500.00 has been spent on additional repairs to this ramp. Kremco Limited is one of the few companies in Canada who specialize in electronic fault location and repair and they have been highly recommended by George Moore Electric as being the best people for this work. A list of references has been provided, see Schedule "A" attached. Page - 2 - TR-59-86 UNDERGROUND ENTRANCE RAMP - FIRE STATION #1 (BOWMANVILLE) The total price bid also includes a warranty on the operation of the heating cables for a period of three years from the date of installation. Should the cables fail during this period, Kremco Limited shall repair or replace them, at their option. The total funds required are within the approved Capital Budget of $14,000.00. With very little or no selection on the market for this highly spcialized work, staff is recommending that the contract be awarded as suggested , rather than going out for formal quotation.
