HomeMy WebLinkAboutTR-58-86 TOWN OF NEWCASTLE REPORT File # Res. # By-Law # GEEING: General Purpose and Administration Committee DATE: JULY 21, 1986 REPORT #: TIR-52_26 FILE #: SUB,ECT: NAVY LEAGUE GRANT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administra- tive Committee recommend to Council the following: 1 . That report TR-58-86 be received; and 2. That, the $2,000 grant, approved by Council in 1985,that is being held for the Bowmanville and District Navy League, be released to them in order that they may purchase band equipment. BACKGROUND AND COMMENTS: In April of 1985, the grant monies awarded the Bowmanville and District Navy League were requested to be returned to the Town until Wintario and other agencies funding approval was received. This was done in order to meet one of the conditions of the approval of the grant. The Navy League was informed that the monies would be turned over once instruments had been purchased and the Town provided with a copy of the invoice. . .2 3 (c General Purpose & Administration Committee Meeting Page 2 TR-58-86 According to Staffs' documented discussions with Mr. Ronald Cooke, Ways and Means Chairman of the Navy League of Canada, the change in Provincial government necessitated re-filing all the Wintario paperwork,that had been in the approval stages with the previous government, in order to obtain Wintario funding. This caused the project to be put on hold for a period of time. Since then, according to the communication received by Council at the meeting of June 23,1986, instruments have been purchased through other fund raising avenues. Staff feel that the Bowmanville and District Navy League have demonstrated their committment to establishment of this band and therefore the $2,000 grant should be released to them to allow the purchase of a Conn Tuba, for which a quote was received, and a copy was provided to the Town. Mr. Cooke intends to re-apply for the Wintario grant in the Fall, of 1986 in order to increase the size of the existing band. If approval is granted funds will not be received until 1987, at the earliest. Since the monies have already been provided for in 1985, Staff feel that the Bowmanville and District Navy League should not have to endure further delays in the purchase of band instruments. Bowmanville, Otario L1C - 3A6 Dear Mayor : Last year Local Council approved a Grant of $ 2 , 000 .00 f.o'r the Navy League to Purchase Band equipement for it ' s Sea Cadet Corps . However it was held back pending a Wintario Grant approval and purchasing of instruments . By September of this year we will have raised most of the funds needed to purchase instruments for a 15 piece band and with the Cadets we now have who now play instruments in school we hope to have a marching band ready for the Santa Claus Parade . We would therefore like to request that you approach Council for approval for us to recieve this grant now so that we can put it towards the purchase of a Conn Tuba . The Tuba will cost us $ 3 , 700. 00 plus $ 259 . 00 Tax totaling $ 3 , 959 . 00 ( see quote enclosed) . We still plan to apply for a Wintario Grant in the fall so that we can bring the band up to a full 28 piece band as originaly planned. However the earliest we would xec,,.eve this is the late Spring of 1987 , If you have any further questions please do not hesitate to contact me.
