STREET LIGHT - KRAAYVANGER PROPERTY.
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administra-
-five Committee recommend to Council the following:
1 . That report TR-52-86 be received; and
2. That the request for street light service on Metcalf Street, submitted
by Mr. and Mrs. Wm. Kraayvanger, be denied without prejudice; and
3. That Staff be directed to review the existing map indicating the
locations of street lights and re evaluate the boundaries to determine
those properties which do not receive direct benefit and therefore
should be excluded from street light charges.
BACKGROUND AND COMMENTS:
Resolution #C-173-86 directed that staff review and act on in accordance with
Town Policy, the Communication dated January 16, 1986 from Mr. and Mrs. Wm.
Kraayvanger regarding street lighting.
Staff have reviewed the established criteria and warrants outlined in the Street
Light Policy as per Ely- law #84-21 , and have examined the above noted property on
this basis. Accordingly, Staff feel -that although the existing street lights on
Metcalf Street require upgrading since they are old style luminaires, the
property does not meet any of the warrants for street lighting, and therefore the
request as presented for adding street lights should be denied.

The property in question is not presently serviced by street lights. Staff
understand that the rationale for assessing the property for street lights is
a carry over from the former Village Council and all properties within the
former village were assessed with some rebates or relief for agricultural
property. All of these properties therefore, have to this time, paid for
street lights whether or not any direct benefit is received. The Kraayvanger
property is still within the former Village limits, but it remains outside the
approved Newcastle Small Village Urban Area Plan, and as such they are paying
for street lighting services from which they receive no benefit. Staff
therefore feel that since this matter has been raised, that it would be
appropriate at this time to re evaluate the existing boundaries and establish
relative boundaries which would equate benefiting landowners with appropriate
charges.
