RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following :
1 . That th4--&- report,,be received; and
2. That Miller Paving , Unionville, Ontario, with a total bid in the amount
of $765,605.00 being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender No. T86-8, be awarded the
contract to supply and apply Prime and Surface Treatment to various
roads as required by the Town of Newcastle; and
3. That the funds be provided from the approved 1986 Department of Public
Works Road Maintenance Budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and called for the supply and application of Prime
and Surface Treatment as required by the Department of Public Works. Tenders were
received and tabulated as follows :

TENDER N0. T86-8 - PRIME AND SURFACE TREATMENT
As is shown on the attached Bid Tabulation, marked as "Schedule A" the unit prices have
increased substantially from 1985 to 1986. The main reason for this is due to a $ .25 per
gallon increase in the cost of the special treated oil used for prime and surface.
In addition to this, contractors have been absorbing increases in past years due to a slow
moving economy in order to keep prices to a minimum. The tendered prices for 1985
actually reflected price decreases compared to 1984.
This year interest rates are lower and contractors in every area of construction are
extremely busy. This type of situation allows them to pick and choose their contracts
as well as charge a higher price for the work performed.
The total funds required for Tender T86-8, Prime and Surface Treatment are included in
the Department of Public Works Road Maintenance budget, from which there are adequate
funds available.
After review and analysis of the tenders by Public Works and Purchasing it was agreed that
Miller Paving, Unionville, be awarded the contract to Prime and Surface Treat Town roads
as required. Miller Paving is an established reputable company which have a proven record
with the Town of Newcastle.
