SUBJECT: QUOTATION NO. Q85-14, SNOW CLEARING AND WINTER MAINTENANCE OF
FIRE DEPARTMENT
(Amended from Report TR-72-85)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following :
1 . That this report be received; and
2. The D & F Snow Removal , Bowmanville, Ontario, with a bid of $45.00
per call out for snow clearing and $35.00 per call out for sand/salt
be awarded the contract to provide Snow Clearing and Winter Maintenance
for Station #2 (Newcastle) , as required by the Town of Newcastle Fire
Department for the 1985/1986 winter season; and
3. That D & F Snow Removal , Bowmanville, Ontario, with a bid of $40.00
per call out for snow clearing and $35.00 per call out for sand/salt
be awarded the contract to provide Snow Clearing and Winter Maintenance
for Station #4 (Courtice) , as required by the Town of Newcastle Fire
Department for the 1985/1986 winter season; and
4. That Mel Hartwig Excavating Limited , Orono, Ontario, with a bid of
$37.50 per call out for snow clearing and $25.00 per call out for
sand/salt be awarded the contract to provide Snow Clearing and
Winter Maintenance for Station #3 (Orono) , as required by the
Town of Newcastle Fire Department for the 1985/1986 winter season; and
5. That the funds expended be drawn from the 1985 and 1986 Fire Department
Snow Removal budget.
BACKGROUND AND COMMENT:
Quotations were invited from the following for the Snow Clearing and Winter Maintenance
of driveways and parking lots as required by the Town of Newcastle Fire Department:

The terms and conditions of the Quotation stipulated that the Town of Newcastle
reserves the right to award "Any" or "All " items to separate bidders.

QUOTATION NO. Q85-14, SNOW CLEARING AND WINTER MAINTENANCE OF
FIRE DEPARTMENT
A review of the 1984/1985 invoices for Snow Clearing and Winter Maintenance of the
Fire Department's parking lots reflects the following:

Based on the number of times actual snow removal is required versus the number of
times sanding and salting is required, staff feels it is more beneficial to the
Town of Newcastle to accept the bidder or bidders with lowest price for snow
clearing.
The low bidder, Mr. Greg Shea, of G.W.S. Landscaping , Bowmanville, Ontario, (formerly
Fairway Property Ltd. ) , provided snow clearing services for the Town of Newcastle
Fire Department during the 1983/1984 winter season. Despite repeated attempts to
improve the level of service the company was unable to meet the service expectations
of the Fire Department.
Due to the emergency nature of the fire service, the snow must be cleared from all
of the Fire Halls promptly after a snow fall .
The second bidder, D & F Snow Removal , performed the snow removal contract for
the Town of Newcastle Fire Department for the 1984/1985 winter season with an
excellent level of service being supplied.
For the information of Council , eight local contractors were contacted, but only
three firms submitted prices.
After further review and analysis of the quotations by the Fire Chief and the Purchasing
Staff, it was agreed that D & F Snow Removal , Bowmanville, Ontario, be awarded the
contract to supply Snow Clearing and Winter Maintenance as required by the Town of
Newcastle Fire Department for Station #2 and #4. And that Mel Hartwig Excavating Ltd. ,
Orono, Ontario, be awarded the contract to supply Snow Clearing and Winter Maintenance
as required by the Town of Newcastle Fire Department for Station #3.
