REPORT TO COUNCIL MEETING HELD JUNE 24, 1985.
REPORT NO. : TR-46-85
SUBJECT: TENDER T85-7 - RECONSTRUCTION OF BASE LINE ROAD
BETWEEN SPRY AVENUE AND LIBERTY STREET, BOWMANVILLE.
RECOMMENDATION:
It is respectfully recommended to Council the following:
1 . that this report be received; and
2. that Dagmar Construction, Markham, Ontario with a
bid in the amount of $378,962.09 being the lowest
responsible bidder meeting all terms, conditions,
and specifications of Tender T85-7 be awarded the
contract for the reconstruction of Base Line Road
between Spry Avenue and Liberty Street, Bowmanville;
and
3. that the funds for the Town's portion of $295,742.72
be drawn from the approved Public Works budget
#7205-X-84008 of $360,000.00.
BACKGROUND AND COMMENT:
Tender specifications and plans were provided by Totten Sims
Hubicki Associates for the reconstruction of Base Line Road
between Spry Avenue and Liberty Street, Bowmanville as required
by the Department of Public Works. Subsequently, tenders
were advertised with bids being received and tabulated as
follows:

The total tendered price for construction, based upon the low
bid is $378,962.09, however the total project cost including
utility relocation costs, consulting fees for engineering,
supervision and inspection, and other incidental costs, is
$475,536. 15. Apportionment of these costs, based upon
respective shares for construction are as follows:
Town of Newcastle (Part X subsidy) $ 295,742.72
M.T.C. share (100% M.T.C. ) 100,506.04
Region of Durham (sewer & water
upgrading) 69,204.05
Utility Companies' share for
relocation 10,083.34
TOTAL $ 475,536.15
The Town budgeted $360,000.00 in 1985 for its share of this
project thus, the $295,742.72 is well within budget limits.

TENDER T85-7 - RECONSTRUCTION OF BASE LINE ROAD BETWEEN
SPRY AVENUE AND LIBERTY STREET, BOWMANVILLE.
This excess of $60,000.00 will assist in making up the shortfall
in the roads budget which resulted from high costs for winter
control earlier this year.
After review and analysis of the bids by Public Works, Totten
Sims Hubicki Associates, and Purchasing, it was mutually agreed
that the low bidder, Dagmar Construction, Markham, be awarded
the contract for reconstruction of Base Line Road between Spry
Avenue and Liberty Street, Bowmanville.
The subject firm has worked with satisfaction for the Town of
Newcastle in recent years. The most recent project being the
reconstruction of King Street, Bowmanville in 1978-79 and King
Street, Newcastle (former Village) in 1983-84.
