REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF SEPTEMBER 4, 1984

SUBJECT: TRANSFER TO RESERVES
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administrative Committee recommend to Council the following:
1. That this report be received, and
2. That approval be given for the transfer of
unexpended funds provided in the 1984 budget for
the following capital project which will not be
completed in the current year, to the General
Capital Reserve Account #2900-X-17:
Darlington Sports Centre - Roof Repair $5,000

BACKGROUND & COMMENT:
Staff have obtained a report on the present conditions of the
Darlington Sports Centre roof as it relates to the Lobby and
Lounge area and approximate cost to repair same. This report
has been prepared by Warnock Hersey Professional Services
Limited, roofing consultants and is attached for your review.

BACKGROUND AND COMMENTS:
In view of the consultants recommendation that the roof be
replaced within the next two ,years and that there are no major
leaks at this time, it is staffs' recommendation that the funds
provided in the 1984 budget be transferred to Reserves to be
drawn on in a subsequent year and that further funding be
considered during the 1985 budget deliberations.

INTRODUCTION
At the request of Mr. D. Homeniuk of the Town of Newcastle, Warnock
Hersey Professional Services Ltd. conducted a visual examination of the
roofing and sheet metal on the above project. The purpose of this
inspection was to determine the present condition of the existing roof
system and provide specifications and drawings for the remedial repairs !
presently required.
BACKGROUND INFORMATION
The above project was constructed in 1974, which would make the existing
roofing and sheet metal system approximately 10 years old. A recent
fire below the air handling units damaged a portion of the roof, how-
ever, remedial repairs were completed prior to our inspection. r

TECHNICAL APPROACH
To ensure completeness and accuracy of this investigation, visual examin-
ation of the roof was supplemented with cut tests and subsequent labora-
tory examinations. Samples of the roof were removed and the areas temp-
orarily repaired. The samples were then used to determine the type of
bitumen used, the consistency of interply moppings, the makeup of the
membrane and the thickness of insulation present. In addition, any
physical abnormalities found in the samples which may affect the future
performance of the membrane or deck were also evaluated. (If this report
Is not acted ,upon within 60 days, permanent repairs should be made by a
roofing contractor).
ANALYSIS OF CORE SAMPLES
Core Sample #1
Deck: - concrete precast (hollow)
Vapour Barrier: - 1 ply asphalt felt
Insulation: - 1 inch fiberboard (saturated)
Roof Membrane: - 4 ply asphalt felt and gravel j
Membrane Life Expectancy: - 0-2 years
RESULTS OF THE VISUAL SURVEY
The entire roof membrane was visually examined and found to be in fair to
poor condition. Only minor ridge and blister formations were observed
throughout the roof area. However, the core sample analysed confirmed
Inadequate quantities of asphalt and wet felt. The interplies were
easily delaminated and pourous. Two roof leaks were also reported where
Indicated on the attached drawings.

RECOMMENDATIONS
Due to the present age and condition of the above roof membrane, we
recommend that the entire roof system be replaced as per the attached
drawings and specification, within the next two years. Since the roof
system has a vapour barrier above the concrete deck no major roof leaks
are anticipated at this time. It should however, be understood that the
Insulation is not presently providing any thermal resistance at this time
because of its saturated state.
It is presently estimated that the 1984 total roof replacement cost will
be approximately $15,000.00.
