HAND OUT REPORT REPORT NO.: TR-61-84 SUBJECT: ROOF REPLACEMENT BOWMANVILLE LIBRARY RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That Staff be authorized to prepare the necessary tender for roof replacement on the Bowmanvil le Library Building. 3. That this project be funded as follows : Lot Levies - Reserve Funds $10,000. Contingencies $10,000. BACKGROUND AND COMMENT Subsequent to Council resolution# C276-84, staff have obtain a report on the condition of the Bowmanville Library Roof and approximate cost to repair same. This report has been prepared by Warnock Hersey Professional Services Limited, Roofing Consultants' and is attached for your review. REPORT TO G.P.A. MEETING OF JULY 3, 1984 TR-61-84 ROOF REPLACEMENT BOWMANVILLE LIBRARY Page Two BACKGROUND AND COMMENT: continued The consultants' have recommended that the entire roof be replaced and that major remedial repairs not be undertaken. Approximate replacement cost would be $20,000. Considering the present condition of the roof, it is recommended that immediate action be taken to correct the situation before further deterioration occurs resulting in possible future damage to the building structure, contents and or plumbing and electrical systems. Goertzen THIS REPORT REFERS TO THE ROOFING & SHEET METAL OF THE FOLLOWING: PROJECT: Public Library Bowmanville, Ontario DATE OF INSPECTION: June 19, 1984 INTRODUCTION At the request of Mr. D. Homeniuk of the Town of Newcastle, Warnock Hersey Professional Services Ltd. conducted a visual examination of the above roofing and sheet metal on the above project. The purpose of this inspection was to determine the existing condition of the roof system and provide specifications and drawings for remedial repairs presently required. BACKGROUND INFORMATION The above project was constructed in 1964, which would make the existing roofing and sheet metal system approximately 20 years old. A new addi- tion was added onto the building in 1982. Roof leaks were reported by the tenants around the perimeter of the roof area and above the front lobby. Report No. 2 Purchasing & Supply Agent June 25, 1984 - 2 - TECHNICAL APPROACH To ensure completeness and accuracy of this investigation, visual exam- ination of the roof was supplemented with cut tests and subsequent lab- oratory examinations. Samples of the roof were removed and the areas temporarily repaired. The samples were then used to determine the type of bitumen used, the consistency of interply moppings, the makeup of the membrane and the thickness of insulation present. In addition, any physical abnormalities found in the samples which may affect the future performance of the membrane or deck were also evaluated. (If this re- port is not acted upon within 60 days, permanent repairs should be made by a roofing contractor). ANALYSIS OF CORE SAMPLES Core Sample X11 Deck: - steel Vapour Barrier: - none Insulation: - 1-112 fiberglas Roof Membrane: - 4 ply asphalt felt and gravel Membrane Life Expectancy: - 0-5 years Core Sample #2 Deck: - steel Vapour Barrier: - none Insulation: - 1-112 fibergl.as Roof Membrane: - 4 ply asphalt felt and gravel Membrane Life Expectancy: - 0 years RESULTS OF THE VISUAL SURVEY The entire roof membrane was visually examined and found to be in fair to poor condition. Large blister and ridge formations were observed throughout the roof area. The core samples analysed confirmed adequate quantities of asphalt and 4 plies of asphalt felt, however, delamination between the second and third plies have occurred, due to improper initial application methods by the original roofing contractor. There were no composite felt base flashings installed around the perimeter of the building and it was noted that the built-up roof membrane was only installed approximately 2 inches above the wood cant strip. This condi- tion would be the most probable cause of the present roof leaks. Cont'd. . . . ./3 Warnock Hersey Professional Services Ltd. Report No. 2 Purchasing & Supply Agent June 25, 1984 3 - RECOMMENDATIONS Due to the present age and condition of the above roof membrane, we recommend that the entire roof system be replaced as per the attached drawings and specifications. Major remedial repairs are not being recommended at this time because we do not feel that the roof membrane can be restored in its present condition. General Roof Replacement Warnock Hersey Professional Services Ltd. - 2 - SECTION I INSTRUCTIONS TO BIDDERS TENDER - SUBMISSIONS All tenders must be submitted on the Form of Tender in a sealed envelope addressed to the Owner and clearly marked with the name of the Bidder and Project. AWARDS The owner reserves the right to disqualify any Tender not submitted as required. The lowest or any tender will not necessarily be accepted. SITE INSPECTION Each Tenderer shall carefully examine the specifications and visit the site and all buildings and services thereon which affect the proper execution of the work, verify all dimensions, and obtain for himself a clear and compre- hensive knowledge of the existing conditions. No allowance shall be made subsequently on behalf of the Contractor for errors or difficulties due to conditions that were visible at the time of bidding. SPECIFICATIONS All specifications are intended to be complete. It is understood that the work shall be finished in a manner acceptable in every detail even though some items may not be mentioned. ADDENDA Bidders finding discrepancies or omissions in the drawings or specifications i shall at once notify the owner who shall send written instructions to all Bidders. Bidders may, during the bidding period, be advised by addenda of any additions, alterations or deletions to the specifications and drawings. All such changes shall be covered by the Tender and become part of the docu- ment. ALTERNATIVES Alternatives in regard to materials and methods of application will not be considered. END OF SECTION I Warnock Hersey Professional Services Ltd. 3 - i -j SECTION II GENERAL CONDITIONS 1 INSURANCE The Contractor shall protect himself and indemnify and save from harm the Owner or his representative from any and all claims which may arise from the Contractor's operation under the contract and for this purpose shall main- ; tain insurance of limits not less than $1 ,000,000.00. Public Liability and Property Damage for each person or occurrence. i COMPLIANCE The Contractor shall maintain and pay all assessments and comply with all i , requirements of lawful authority having Jurisdiction of such matters in regards to labour, safety, permits and fees otherwise specifically noted. USE OF PRENISES The Contractor shall confine his apparatus, the storage of materials, and his operation of workmen to the work area designated and access to it. CHANGES IN WORK The Owner or his representative, without invalidating the Contract, may make changes by altering, adding to, or deducting from the work the Contract sum being adjusted accordingly. All such changes shall be executed upon written orders and agreed to between the parties. PAYMENT Payment shall be made by standard terms of Owner, 10% holdback until Guaran- tee is received, duly signed by the Contractor, and stamped Certified com- plete by the Roofing Consultant. CLEAN-UP i The Contractor shall at all times keep the premises free from accumulation of waste materials or rubbish caused by his employees or work. Stock piling of debris on the roof will not be permitted. At the completion of the work he shall remove all rubbish, tools, equipment and surplus materials and leave the site broom clean. QUALIFICATIONS 1 .� The Contractor shall employ only experienced and qualified workmen and ensure that workmanship conforms with the best standard practices. Inferior workmanship will be rejected at any phase of the work. j S t Warnock Hersey Professional Services Ltd. 4 - SECTION II GENERAL CONDITIONS - continued SUBMITTALS 1. Materials List: Submit to the Owner or his apparent representative a ! list of all materials intended for use by this trade before they are ordered. ! 2. Extended Warranty: Furnish a two year C.R.C.A. guarantee on the roof membrane and flashings, undertaking to repair all defects in workmanship and materials which become evident during the period of this guarantee. PRODUCT HANDLING I 1. Do not store insulation, roofing felts, or fibre cants on roof. Keep materials elevated, and under cover, removing only those required for a day's operation. Materials shall be delivered to the site, undamaged and in their original packages, with manufacturer's labels visible, and attesting their conformity to standards specified. Replace all damaged or damp material. 2. Protect edges of roll goods. Stand on end to prevent flattening. 3. Do not store gravel on roof. Keep covered during inclement weather. ENVIRONMENTAL CONDITIONS 1. Do not work during rain or fog. Stop work before onset of inclement weather. Postpone roofing work each day inclement weather is forecast or appears imminent. 2. Apply each part of roofing system only when surfaces and weather are dry. 3. Proceed with winter work during the months of November to March inclu- sive, and otherwise when temperatures are below 40"F only with the mutual documented agreement of Contractor, Owner, or his apparent representative that, with materials and method used, specified instal- lation under conditions of guarantee will be successfully achieved. SPECIAL PROTECTION 1. Ensure that stored porous materials absorb no moisture. Remove wet materials from site. 2. Protect surrounding work, and adjacent buildings and other property from damage during roofing operations, taking particular care to prevent bitumen droppings and discoloration of surrounding buildings by smoke from kettles. Locate kettles to prevent smoke entering adjacent build- ings. Protect walls with tarpaulins in hoisting and pumping areas. 3. Remove all tools or equipment overnight that could be used to provide access or used by vandals that are intent on doing damage. 4. Provide and maintain in good working order CO2 Fire Extinguisher of minimum 10 lb. capacity at all areas where roofing is in progress. 5. Co-ordinate work to ensure that special protection against damage from traffic or work performed on top of completed roofing is provided and as otherwise specified. Protect roofing used as working platform by plywood sheets installed over entire work area and 1010" beyond. 6. Provide temporary blocking and otherwise protect drains during roofing operations. Remove at completion of roofing work. 7. Repair damage caused by work of this section. Warnock Hersey Professional Services Ltd. S - 5 - SECTION II GENERAL CONDITIONS - continued GENERAL APPLICATION i 1. Apply roofing in accordance with Specifications and requirements of i jurisdictional authorities. 2. Regard manufacturer's printed recommendations as minimum requirement of materials, methods and workmanship not otherwise specified herein. 3. Adjustments to specified roofing procedures caused by weather and site conditions shall be made only with Owner's or his representative's approval. 4. Maintain equipment in good working order to ensure control of roofing operations and protection of work. Roofing equipment laying techniques shall meet approval of Owner or his representative. 5. Prime all masonry surfaces to receive bitumen 24 hours before roofing application. 6. Locate kettle near to roofing operation. 7. Maintain constant supervision of kettles to ensure that bitumen in kettle is not overheated. Check temperature of bitumen in kettle every ten to fifteen minutes with an accurate thermometer constantly available at, but not attached to each kettle. Do not use bitumen which is out- side the specified temperature range. Dispose, away from site, over- heated bitumen that is either on roof or at kettle. 8. Complete entire roofing operation including aggregate up to line of termination of each day's work. Do not leave bitumen membrane exposed. Protect with flood coat of bitumen when weather and site conditions do not allow finish product. 9. Bitumen: Asphalt shall be: - heated to no more than 4507. for Type #1 and 4757. for Types 2 3. - applied at 4007. - applied for felts at a rate of not less than 20 ibs/sq/mopping. i (60 lbs. for gravel pour over new felt. ) - For flat roofs, use Type #1 . - For slopes from 1/8"/foot to 3/4"/foot, use Type #2. - For slopes over 3/4"/foot, and for all felt flashings, use Type #3. Z 10. Do not use bitumen which is outside of specified temperature range. Dispose, away from site, bitumen which is overheated. 11. Aggregate: Imbed full covering of aggregate into bitumen while hot. Apply over felts at the rate of not less than 500 lbs. per 100 square feet. 12. Leave roof clean of debris, bitumen left by spills, machine tracking, and bleed through. Rake out excessive piles of gravel and trim to neat, even surface. i i 1 Warnock Hersey Professional Services Ltd. - 6 - SECTION II GENERAL CONDITIONS - continued FIELD QUALITY CONTROL 1. Warnock Hersey has been appointed to supervise the work, and to verify the satisfactory completion of the work in accordance with the drawings and specifications. 2. Such Inspection shall in no way relieve the Contractor of his responsi- bility and guarantee as required. 3. Notify the Owner and Roof Inspection Company at least 3 days before roofing operations commence, and arrange for a site meeting for discus- sion of procedure. Subsequently, give two working days prior notice to the Roof Inspector for the commencement of each phase of work. 4. Co-operate with Roof Inspector and afford all facilities necessary to permit full inspection of the work and testing of materials prior to and during their use. Act Immediately on instructions given by the Inspector. Make cut-outs for testing purposes when and where required and make good roofing of test areas and of any and all defects of materials and workmanship without additional cost. 5. Thirty days prior to expiry of guarantee, the Contractor shall notify the Owner in writing of the lapsing of the Guarantee. An inspection of the roof shall be made' by the Owner or his representative, accompanied by the Contractor if desired, to ascertain the condition of the roof and sheet metal flashings. All deficiencies then noted shall be repaired as directed by the Owner, in a manner specified by the Consultant within 15 working days. END OF SECTION II I i i s Warnock Hersey Professional Services Ltd. - 7 - SECTION III STANDARDS FOR MATERIALS Asphalt Bitumen & Felts 1. Compatibility between roofing materials is essential. 2. Felts: Highest domestic quality, 15 lb. asphalt saturated roof felts, perforated to meet specified requirements of CSA Std A123.6. 3. Bitumen: Roofing Asphalt to meet requirements of CSA Std A123.7. 4. Plastic Roofing Cement: To meet specified requirements of CGSB Spec. 37-GP-5. 5. Asphalt Primer: to meet specified requirements of CGSB Spec. 37-GP-9. 6. Membrane Flashings: Thermflash as supplied by Thaler Products. 7. Roof Tread: As manufactured by W.R. Meadows, 36" x 36" x 112" thick. Insulations 1. 1 inch fiberglas insulation as manufactured by Fiberglas Canada. 3 inch fiberglas Total R Factor 15.50. Vapour Barriers 1. Vapour Barrier: Lexsuco Permate. 2. Permate Adhesive. 3. Fibre Cants: bevelled, laminated layers of asphalt-impregnated fibreboard 3" x 311. Miscellaneous Fixtures 1. Vent Stack Covers: Copper urethane insulated as supplied by Thaler Products. 2. Vent Stack Caps: Shall be Thaler Stack Cap, colour black with 3/8" bolt fasteners. 3. Insulation Breathers: Aluminum 1B-2 supplied by Thaler Products Limited. 4. Roof Drains: Shall be as required flat drain body, as manufactured by Thaler Products. 5. Plastic Boxes: Shall be fabricated from stainless steel, 16 oz. copper or spun aluminum. All boxes shall be 6" high with two 5" roof flashings. All seams shall be continuous and soldered. 6. Aggregate: Shall be 3/8" to 5/8" clean, washed, pea gravel with not more than 10% out of size. 7. Fasteners: Shall be #10 galvanized Ardox roofing nails of length to penetrate base at least 3/411. 8. Lumber: Shall be construction grade spruce. 9. Wood Preservative: Copper napthenate or pentachlorophenal solution to meet specified requirement of CSA Std 080. Colourless when used, if exposed to view. 10. Anchors and Supports: TWSLA-600 anchors as supplied by Thaler Pro- ducts. Warnock Hersey Professional Services Ltd. - 8 - SECTION III STANDARDS FOR MATERIALS - continued Sheet Metal 1. 16 oz. copper sheet. Alternate No. 1 2. 26 gauge galvanized steel: Prepainted 1.25 oz/sq/foot, commercial galvanized to meet specific requirements of ASTM Spec. #A525 or A361. Flashing cleats and edge strip 2 gauge. Nails do Screws 1. Galvanized steel., copper or stainless as most compatible with material being secured. 2. Use Hex Head screw with neoprene washers as supplied by Atlas Bolt, or approved equal. Caulking 1. Shall be Mulco Unicrylic or 20 Year Type, colour to suit. Joint Filler 1. Polyethylene Rod 25% wider than joint width. Bituminous Paint 1. To meet specified requirements of Spec. 1-GP-108. END OF SECTION III Warnock Hersey Professional Services Ltd. - 9 - SECTION IV EXAMINATION 1. Before proceeding with roofing application ensure that: - roof deck is constructed smooth, in true planes, and level or sloped to drains, whichever is design intent. - roof drains are set at a level to drain, and are connected or capped. 2. In areas where roof drainage is to be improved, take spot levels to verify that pools of water in excess of 112" depth will not form on applied roofing. Tabulate levels and submit to Consultant. 3. Do not commence roofing work until defects and incorrect levels are rectified. Defective work resulting from application of roofing on unsatisfactory deck will be considered the responsibility of the Contractor. END OF SECTION IV SECTION V PREPARATION 1 . Save from Harm: and remove mechanical equipment, skylights, and the like from curb mountings. Store in location approved, reset as found at project conclusion. Protect all openings and safeguard all vents, stacks and drains from weather and contamination from debris. Copper flashings are to be saved for salvage and left on the roof in an area designated. 2. Hydro Services: Be responsible for disconnection, re-location, and re- installation of hydro service as required. Co-ordinate with owner. 3. Repair: All wood blocking, cants, or damaged insulation to that of original where intended for re-use. 4. Alterations: Provide carpentry alterations to comply to the drawings and specifications. Apply one coat wood preservative to wood incorp- orated with roofing system. Treat all surfaces. END OF SECTION V Warnock Hersey Professional Services Ltd. - 10 - SECTION VI EXECUTION I N D E X 1 . Cleaning - In areas designated for replacement, remove all bitumen roofing as required. Remove only as much as can be completed during same period. - At locations where new sections are to lap onto old, remove gravel pour 24 inches. Water cut offs must be installed where required. - Leave surfaces free of grave]. & debris, leaving it clean and undamaged. - Do not stockpile debris on roof. - Remove from site daily. - Replace existing deteriorated decks with structurally equivalent material, as required. 2. Vapour Barrier Steel Deck - On steel deck apply by mechanical application, adhesive manufact- ured by maker of vapour barrier in accordance with his specifica- tion and requirements of underwriters. - Apply adhesive to top of ribs, lay one ply vapour barrier with 4" lap at side and 6" laps at ends. Seal both with adhesive. - Overhang vapour barrier at all edges and extend up verticals 6" to allow it to be mopped back on top of insulation. - Ensure that side lap occurs on top of flat surfaces of metal deck. 3. Insulation - On roof decks where new vapour barrier has been installed, secure 4 inches of fiberglas insulation with ribbons of Type Three Asphalt at a rate of not less than 15 lbs. per 100 square feet. Conform to general requirements for application of adhesive specified with vapour barrier and install in two layers. - Stagger all Joints vertically and horizontally. Butt with moderate contact. - No gaps or broken boards allowed. - Cut neatly at projections and cants. - Eliminate top layer 2 ft. each side of roof drains to form sump. - Soften all edges. 4. Fibre Cants - Unless otherwise noted, install fibrous cants at vertical surfaces. - Install cants in a full mopping of bitumen. - Install true to line with flush tight joints and miter corners. Warnock Hersey Professional Services Ltd. 12 - 1 . GENERAL RE-ROOFING SPECIFICATION - continued 5. Bitumen Membrane - Roof shall consist of 4 plies of 15 lb. asphalt felt with each 1 ply lapping 27-1/2". - Roll each ply in uniform solid mopping of bitumen to ensure that felt does not touch felt. - Lay smooth, free of wrinkles, air pockets, fishmouths, tears or prominent lap Joints. - Use equipment and application techniques approved by inspector. - Extend felts to outer edges to top of cant and curbs and up all vertical surfaces. Mechanically secure top of felts at 9" o.c. - Repair all felts defects, all lap Joints, with two additional plies of felt as directed. - Cap off each day's work to ensure a watertight seal. Remove completely before proceeding. - Where new roof is to splice into existing system, lap felts onto old roof a minimum of 12". 6. Bitumen Flashings - Use flashing felts and bitumen of the same materials as specified for bitumen membrane. - At all curbs, vertical surfaces, expansion Joints, copings, etc. , lay three plies of felt in solid mopping of bitumen. - Extend first ply at least 6" up vertical surfaces to top of curbs and face of copings and continue down at least 4" onto roof. - Extend second ply 2" beyond extremities of first ply and carry over curbs and exterior faces. - Fold bitumen flashings over where required, and nail at 9" o.c. - Secure all felts to vertical masonry surface at 9" o.c. at nail- ing strips, otherwise by ramset with large washers. - Glaze mop all cants. - Torch into place one additional ply of ThermFlash slate surface to cover the entire composite flashings and onto the roof mem- brane a minimum of 4 inches beyond the toe of cant. - Stagger end Joints of all bitumen flashings, overlap 611. - Secure as specified with felt on verticals and copings. - Do not install metal counterflashing until membrane flashings are !+ inspected. - Continue bitumen and aggregate to base of cants. i i 7. Aggregate a Do not apply bitumen and aggregate until bitumen flashings are complete. - Pour hot bitumen over entire surface of bitumen membrane and, j while hot, embed full covering of aggregate. - Remove all loose gravel and embed a second full coat of bitumen and aggregate out 10 feet from all corners. - Conform to quantities specified elsewhere. - Apply second pour only after first has been inspected by Owner's representative. Warnock Hersey Professional Services Ltd. - 13 - 1. GENERAL RE-ROOFING SPECIFICATION - continued 8. Copper Drains - At copper drains, install 3 ply bitumen membrane. Extend first ply 6", second ply 9", and third ply 12" beyond flange. Apply first ply 1 inch back from gravel stop and continue second and third ply to upturn. Reinforce sump with an additional two ply of bitumen felt flash- ing as previously indicated. Continue bitumen and aggregate to drain. - Install strainer. 9. Plumbing Vents, Stacks & Sleeves - Make all roof penetrations watertight. - Trim bitumen membranes as required. - Set and prime flanges in bed of mastic on top of roof membranes. - Install 3 ply bitumen membrane flashings. - Extend first ply 611, second ply 9" and third 12" beyond flange. - Coat with bitumen. Allow to cool. - Insulate sleeves and soil pipes with glass fibre insulation. - Set caps or collars, seal with caulking as required. - Continue bitumen and aggregate to base of stacks. 10. Insulation Breathers - Install one breather every 1,500 square feet of roof area in accordance with manufacturer's recommendations. - Cut neat 3" hole to expose top surface of bottom layer of insula- tion. Do not damage vapour barrier. - Locate all vents symmetrically or at high point. Verify specific location before proceeding. - Secure and flash as specified for vents and stacks. 11. Pitch Pockets - Use pitch pockets on specific authority of inspector or others noted. - Embed and prime flanges into plastic cement on top or roof mem- brane. Mechanically secure on nailable decks. - Install bitumen membrane flashings and aggregate as specified with stacks and sleeves. - Fill pitch pockets with plastic roofing cement sloped to shed water. - Refill at completion of project. Warnock Hersey Professional Services Ltd. - 14 - 1. GENERAL RE-ROOFING SPECIFICATION - continued 12. Sheet Metal - Caulk all horizontal Joints. - Install sheet metal with concealed fasteners. Exposed fastenings will be permitted only on Inspector's approval. - Use lead plugs or approved expansion shields and screw with rubber washers where metal is installed over concrete or masonry. - Do not secure to cant strips. - Install sheet metal in uniform manner, level, true to line, free of warp or distortions. - Flashings shall properly cover the area they protect, lightly touching the gravel pour and be firmly secure to prevent movement or stripping by wind. - No irregular or badly fitted metal work will be acceptable. - Provide metal strips on cleats, as required. - At walls or Junctions, re-cut reglet Joint, wedge flashings with lead at 12" o.c. - At reglets wider than 3/8" and deeper than 3/4" provide polyethy- lene rod, 25% wider than Joint width. - Prime and caulk to provide positive water-tight seal . 13. Mechanical Units - The removal and reinstallation of all mechanical units affecting the proper application of the above specification shall be included in this contract. 14. Bituminous Base and Metal Counter-Flashing for Equipment Sleeper - Install new wood treated equipment sleepers as per CRCA Specifi- cation FL-537 as required.
